米国で核兵器廃に向けた気運、熟し始める

先月投稿したオバマ次期米大統領と
核軍縮論の続きのようなお話です。
ジェームス・マーティン不拡散研究センターの
研究員にによる論考より。

米大統領選前の話ですが
米国において、核兵器廃絶論がどのような盛り上がりを見せているのか
分かるという意味では、興味深いのではないかと思われます。
ただ、核兵器の軍事的有用性がどのように評価されているのか
といったような専門的な議論が出てこず、
世論的な盛り上がりの話がほとんどなので、
ちょっと物足りなくもありますが 。

あと、提案もちょっと疑問が残るものであるように思えます。
安保理決議1540は安保理決議であるが故に
適用範囲が国連加盟国全体に及ぶという
履行主体の普遍性を確保できるメリットがあるわけですが
条約になってしまうと、義務を果たさなければいけない主体は
締約国のみになってしまう。
あえて条約を提案しているのは、決議1540が核軍縮義務を
含むものではないとの問題意識があるからなのでしょうけれど。
にしても、核軍縮に焦点を置いた条約が今、
本当に必要なのかどうか?
NPT以上のものができるのかどうか?
カットオフ条約の交渉だって、本当に米国が主導できるのかどうか
不透明なのに、この論考で主張しているところまでいけるのか疑問です。

最近、長めな報告レポートのようなものを
主に訳し始めるようになったせいか、
すっかり更新が遅くなっております。

Beyond UNSCR 1540: the Forging of a WMD Terrorism Treaty

A number of factors, including US presidential elections, may open opportunities to negotiate a treaty combating WMD terrorism and initiate steps toward nuclear weapons disarmament.
大量破壊兵器(WMD)を用いたテロを阻止する条約の交渉開始や核軍縮を主導していこうとする機運が熟し始めている。今回の米大統領選などが要因となっているようだ。

The threat posed by weapon of mass destruction (WMD) terrorism, the recent reinvigoration of the disarmament debate, and the potential return of international cooperation upon the inauguration of the next president of the United States provides for an opportunity to look closely at how one can significantly strengthen the nonproliferation regime to reflect 21st century challenges. Presidential hopefuls Senators Barack Obama (D-IL) and John McCain (R-AZ) have core and important concurrences in their foreign policy agendas that could have profound effects in the international arena. Both candidates have:
WMDを用いたテロの脅威、最近の軍縮論議の再燃、国際協調を重視する方針への回帰の示唆などが語られている今回の米大統領選は、米国が、21世紀的な課題対処型の不拡散レジームを、いかにして強化していくことができるのかという問題について、真剣に考える機会を提供している。次期大統領候補であるバラク・オバマ氏(イリノイ州選出、民主党)とジョン・マケイン氏(アリゾナ州選出、共和党)が共に掲げる外交政策方針は、国際社会に大きな影響を与えるものだが、中核的な部分で、考え方の重要な一致を見せている。それは次の通りだ。

1. spoken out in favor of the return to multilateral cooperation;
2. advocated further efforts to combat WMD terrorism; and
3. supported making major reductions in the U.S. nuclear arsenal as a constructive step toward the end goal of general and complete disarmament.

Analyzing the political trends in the United States and globally, conditions appear ripe to initiate international negotiations on a treaty combating WMD terrorism, including binding provisions with regard to pragmatic steps toward nuclear weapons reduction and disarmament.
米国の政策傾向をグローバルな政策傾向を分析すると、核兵器の削減と核軍縮を実際に進めていくための法的拘束力を有する規定創設も視野に入れた、WMDテロを阻止する条約づくりに向け、国際的な交渉を開始するための条件が整っているように思える。

Introduction

On October 3, 1945, less than two months after the dropping of the atomic bombs over Hiroshima and Nagasaki, U.S. President Harry S. Truman wrote a letter to the United States Congress that read: "The hope of civilization lies in international arrangements looking, if possible, to the renunciation of the use and development of the atomic bomb, and directing and encouraging the use of atomic energy and all future scientific information toward peaceful and humanitarian ends." [2] Twenty-five years later, in 1970, the Treaty on the Nonproliferation of Nuclear Weapons (NPT) went into force as a response to the greatest threat of the time—the widespread proliferation of nuclear weapons to more states. Today, the potential spread of nuclear weapons and other weapons of mass destruction (WMD) to terrorist organizations has elevated the threat to international peace and security, and to civilizations itself. Because these groups are undeterrable and possess characteristics resembling a Lernaean Hydra—the serpent from Greek mythology whose head, if cut off, was immediately replaced with two other heads—it is of utmost importance to prevent terrorists from acquiring these weapons.
広島と長崎に原爆が投下されてから2カ月ほどが過ぎた1945年10月3日に、当時のハリー・S・トルーマン米大統領が議会に提出した書簡には、次のように書かれていた。「文明への希望は、可能であれば、原子爆弾の使用と開発の放棄を目指す国際合意を結び、原子力と将来のあらゆる科学的情報が平和的、かつ人道的な目的で利用されるよう指導し、奨励することにかかっている」[2]と。それから25年後の1970年には、核兵器がより多くの国に拡散するという、当時認識されていた最大の脅威に対応するための、核拡散防止条約(NPT)が発効した。今日、核兵器やその他の大量破壊兵器(WMD)がテロリスト集団にまで拡散するかもしれないという、国際の平和と安全、かつ文明そのものをも脅かす潜在的な脅威が高まっている。テロリスト集団は抑止不可能で、まるでギリシャ神話に登場する頭を一つ切り落としても、即、他の二つの頭と入れ替わる水蛇、レルネのヒュドラのようなものである。だからこそ、テロリスト集団が大量破壊兵器を入手してしまうという事態を阻止することは、最重要課題であるといえる。

国連安保理決議1540

The principal international measure currently in place to prevent WMD proliferation to terrorist organizations is United Nations Security Council Resolution 1540 (UNSCR 1540). However, during the negotiation's process and after its passage in 2004, UNSCR 1540 came under criticism. [3] First, many states expressed disapproval that UNSCR 1540 was primarily negotiated by the permanent five members in the Security Council, excluding a great majority of states from participating in the development of the resolution. [4] Second, states have raised concerns about the Security Council acting as a global legislator in passing the resolution. [5] Lastly, states have said that the language of UNSCR 1540 is ambiguous and lacks balance between nonproliferation and disarmament. [6] As a result, analysts questioned almost immediately whether the resolution could close the gaps in the chemical, biological, and nuclear nonproliferation regimes. [7] Also, UNSCR 1540 implementation challenges, the lack of ownership of and investment in the measure, especially in the southern hemisphere, have been well documented. [8]
テロリスト集団へのWMDの拡散を阻止するため、現在、国際的に実施されている主要な対策が、国連安全保障理事会(安保理)決議1540に基づく措置である。しかし、安保理決議1540をめぐり交渉が進められている間、もしくは、決議1540が2004年に採択された後も、決議1540は批判にさらされてきた[3]。批判の理由として、第一に、安保理決議1540をめぐる交渉は、安保理の常任理事国である5カ国が一義的に進めてきたもので、この決議の形成過程に、ほとんどの国が参加していない。そのため、多くの国は決議1540を支持していないということがある[4]。第二に、決議の採択において、安保理がグローバルな立法府のように振る舞うことを懸念する国があるということ[5]。最後に、安保理決議1540の文言は曖昧であると同時に、不拡散と軍縮との間のバランスが取れていないことがある[6]。故に、専門家のほとんどは、この決議によって、即座に、生物兵器や化学兵器、核兵器を扱うレジーム間の格差を縮めることができるのかどうか疑問視している[7]。また、安保理決議1540の履行上の課題や、特に南半球諸国において、履行に向けた主体性や投資が見られないという問題も、たびたび指摘されている[8]。

Notwithstanding the criticism and implementation challenges, UNSCR 1540 has achieved some success and was in fact—as pointed out by a majority of UN member states—never meant to be a long term fix of the problem of dealing with the threat of sub-state actors acquiring WMD. UNSCR 1540 is not a "substitute for the development of strong and effective multilateral disarmament instruments." [9] UNSCR 1540 will continue to play a role in preventing WMD from falling into the hands of terrorist organizations in the short- to medium-term, but additional bold measures that will continue to build on the positive steps already taken to reduce the WMD terrorism threat are needed.
こうした批判や履行上の課題があるとはいえ、安保理決議1540は一定の成果が結実したものであるし、大多数の国連加盟国が指摘していることだが、準国家主体がWMDを獲得するという脅威に対処する上での問題の、長期固定化を許すものでもない。同決議は「厳格で実効性のある多国間軍縮条約の発展型ではない」のである[9]。同決議は、引き続き、短中期において、WMDがテロリスト集団の手に渡るという事態の阻止という目的で機能することになるが、WMDを用いたテロリズムを緩和するため、すでに講じられている積極的な策を土台とした、追加的で大胆な措置が必要となる。

The conditions for treaty-making are optimal
条約形成のための条件はそろっている


Judging from political trends in the United States and globally, a strong case can be made for initiating international negotiations with a view to concluding a treaty combating WMD terrorism. Such a treaty should include: (1) binding provisions on the nonproliferation of WMD to terrorists much like the obligations established in UNSCR 1540 (discussed below); (2) a renewed declaration by all states on general and complete disarmament of nuclear weapons; and (3) binding and pragmatic steps toward disarmament, beginning with significant reductions in the U.S. arsenal, coupled with a challenge to other nuclear weapon states to follow suit. Such a treaty would strengthen the nonproliferation regime significantly and more accurately reflect the security landscape of the 21st century.
米国の政治傾向と、世界的な政治傾向の双方から判断すると、WMDを用いたテロリズムを防止する条約形成を視野に入れた国際交渉を開始が望ましい、というような強い主張も聞かれる。この条約には、①テロリストに対するWMDの不拡散に関して、安保理決議1540と同様の法的拘束力のある規定(以下で議論する)②すべての国が核兵器の全面的、かつ完全な軍縮を再確認する宣言③米国が核兵器の備蓄量を劇的に削減するとともに、他の核保有国もこれに続く、核軍縮に向けた法的拘束力があり、かつ実際的な措置――が含まれるべきであるとされている。また、この条約は、不拡散レジームを著しく強化し、21世紀の安全保障観を反映したものになることが期待されている。

It must be recognized from the start that international treaty-making is always a challenge because, inter alia, states have intricate relationships in the context of arms control, nonproliferation, and disarmament. Some analysts have further argued that even an aspirational goal of eliminating nuclear weapons is counterproductive. [10] However, parallel pursuit of nonproliferation and disarmament is reasonable—recognizing that the latter goal will not materialize for decades—since a great majority of states see nuclear nonproliferation and nuclear disarmament as two sides of the same coin. It is not only non-nuclear weapon states that argue this point; in the Conference of Disarmament in February 2008, then British Defense Secretary Des Browne endorsed the view that nonproliferation and disarmament are intertwined. [11]
そもそもこうした条約形成は、必ず骨の折れる作業になると認識すべきだろう。なぜなら、軍備管理や不拡散、軍縮をめぐる国家間関係というのは、特に複雑であるためだ。核兵器の廃絶を目指すという意欲的な目標は、逆効果でさえあると主張する専門家もいる[10]。しかし、核不拡散と核軍縮の同時進行は合理的である。核軍縮の方は、今後、数十年間に渡り、具体化することはないだろうと思われているが、大多数の国は、核不拡散と核軍縮は、コインの裏表であると認識しているのである。こうした認識を主張するのは、何も非核保有国だけではないのだ。2008年2月の軍縮会議では、英国のデ・ブラウン国防相は、核不拡散と核軍縮は関連し合っているという見方を支持した[11]。

The necessary preconditions for undertaking negotiations on a WMD terrorism treaty are present. First, WMD terrorism is widely considered one of the greatest, if not the greatest, threat against international peace and security. Second, perhaps at no other time has the political space for substantive and serious discussions on the disarmament issue been greater. Third, there is reason to believe that the type of leadership necessary for a successful negotiating process will be present when the next president of the United States takes the oath of office. The next administration will set a new tone for the future of American foreign policy and that tone, judging from presidential campaign positions, is one of multilateralism and global cooperation.
WMDテロ防止条約の交渉を開始するための前提条件は、すでにある。第一に、WMDを用いたテロリズムは、それのみが最大の脅威とは言えないかもしれないが、国際の平和と安全に対する最大の脅威の一つであるとの認識は、広く共有されている。第二に、政治的な場で、核軍縮に関する実質的、かつ真剣な議論が、今ほど活発に行われている時はない。第三に、次期米大統領が正式に就任した暁には、条約交渉を成功させるのに必要なリーダーシップが出現すると確信できるだけの理由がある。次期米政権は、米国の外交政策の方向性について、新たな基本姿勢を示すことになるだろう。大統領選における選挙運動で主張されていた立場から判断すると、そうした基本姿勢は、多国間主義とグローバルな協調を基調にしたものであると考えられる。

In two separate op-ed articles by former Secretaries of State George Shultz and Henry Kissinger, former Secretary of Defense William Perry, and former Senator Sam Nunn in The Wall Street Journal in the beginning of 2007 and 2008, the authors instilled hope for a renewed commitment toward the abolition of nuclear weapons. These four statesmen's op-eds have made it politically acceptable to speak of such a grand objective as a world free of nuclear weapons. Their articles have trigged numerous studies and conferences discussing pragmatic steps toward that goal. [12] The result is a growing force of advocates for a nuclear weapons free world. Even more encouraging, those joining the chorus are not strictly conservative, liberal, Republican, or Democratic; rather, the concept has gathered traction beyond party lines and past the water's edge.
米ウオール・ストリート・ジャーナル紙が2007年と2008年初頭の2回に渡り、ジョージ・シュルツ、ヘンリー・キッシンジャー両元国務長官やウィリアム・ペリー国防長官、サム・ナン元上院議員らによる、核兵器廃絶に向けた新たな取り組みに期待感を表明する論説記事を掲載した。この4人の政治家による主張は、核兵器のない世界という大きな目的について語ることが、政治的に望ましいことであるとしている。この論説記事を機に、核兵器廃絶に向けた実質的な方策を議論するための研究や会議が盛り上がっていった[12]。結果として、核兵器のない世界を支持する勢力が増大したといえる。さらに、核兵器のない世界を求める声は、保守やリベラル、共和党や民主党などの中で限定的に広がったのではなく、党派的な境界を超え、関心を惹き付けてきたという点に、明るい兆候さえ見出せる。

In July of 2007, while serving as the UK Foreign Minister, Margaret Beckett called for a "revitalization" of both nonproliferation and disarmament efforts—basically calling for a recommitment to the "grand bargain" that was struck in the NPT in 1968. [13] More recently, on June 30, 2008, Douglas Hurd, Malcolm Rifkind, and David Owen, all former UK Foreign Secretaries, and George Robertson, former North Atlantic Treaty Organization Secretary-General, wrote an op-ed in the London-based The Times that highlighted the danger of nuclear weapons and terrorism operating in the same world.
2007年6月には、当時の英外相だったマーガレット・ベケット氏が、核不拡散と核軍縮への取り組みの「強化」を要請し、具体的には、1968年に調印された核拡散防止条約の「重要な取り決め」に再度、深く関わっていくことを求めている[13]。また、最近では、2008年6月30日に、元英外相のダグラス・ハード、マルコム・リフキント、デービッド・オーウェンの各氏と、北大西洋条約機構(NATO)の元事務総長であるジョージ・ロバートソン氏が、ロンドン・タイムズ紙に寄稿し、核兵器とテロリズムが世界を脅かす脅威となっていることを強調している。

According to the op-ed:
During the Cold War nuclear weapons had the perverse effect of making the world a relatively stable place. That is no longer the case. Instead, the world is at the brink of a new and dangerous phase – one that combines widespread proliferation with extremism and geopolitical tension. [14]
ロンドン・タイムズ紙の記事によると、「冷戦期においては、核兵器が、世界を相対的に安定させるという、ひねくれた機能を果たしていたが、今はもはや、そうとはいえない。核の拡散という問題は、過激思想と地政学的な緊張の高まりとも結び付き、危機の新たな局面を迎えている」という。

Because terrorist organizations cannot be dissuaded, the authors went on to bluntly state that "there is a powerful case for a dramatic reduction in the stockpile of nuclear weapons" and that such a reduction is possible through "a new historic initiative" in which states work "collectively and through multilateral institutions." [15] The authors concluded by saying that action is urgently needed and gave their support to the U.S.-based "campaign...for a non-nuclear weapons world."
ロンドン・タイムズ紙の記事では、テロリスト集団は説得不可能であるため、これが「核兵器の備蓄量を劇的な削減の強力な論拠」であると単刀直入に述べている。また、そうした劇的な削減は、各国が「集団的に、かつ多国間の制度枠組みの下に」行動するという「新たな歴史的イニシアチブ」によって可能となると指摘している[15]。結論として、緊急の行動が求められており、米国発の「核兵器のない世界に向けたキャンペーン」を支援していくことが強調されている。

As discussed above, the multilateral process, WMD provisions, and immediate and pragmatic steps toward disarmament would all be components of an effective treaty combating WMD terrorism. However, any major initiative in the international arena requires strong and steadfast leadership. Putting into place a treaty focused on WMD terrorism is an undertaking of such magnitude that only the most powerful nation, the United States, could anchor such efforts. Judging by the positions taken by the two presidential candidates, Senators John McCain (R-AZ) and Barack Obama (D-IL), the United States appears ready to embrace that leadership role.
上で述べた通り、多国間での対処、WMDに関する規定、核軍縮に向けた速やかな、かつ実際的な取り組みなどの要素は、すべて、WMDテロ防止条約に含まれると言ってよいだろう。しかし、主要な国際イニシアチブには、力強いリーダシップが必要である。WMDテロに焦点を置いた条約を成立させるという重大な試みの支えとなれるのが、唯一の超大国である米国だ。ジョン・マケイン(アリゾナ州選出、共和党)とバラク・オバマ(イリノイ州選出、民主党)両上院議員の見解から判断すると、米国には、そのための主導的な役割を果たす用意があると思われる。

Both presidential candidates have strong views about the threat posed by WMD terrorism. Senator Obama has stated that he believes that "The gravest danger to the American people is the threat of a terrorist attack with a nuclear weapon." [16] According to Senator McCain: "No problem we face poses a greater threat to [the United States] and the world than nuclear proliferation." [17] The Senator from Arizona has also highlighted the terrorism threat in combination with these weapons: "In a time when followers of a hateful and remorseless ideology are willing to destroy themselves to destroy us, the threat of suicide bombers with the means to wreak incomprehensible devastation should call the entire world to action." [18]
両候補とも、WMDを用いたテロリズムの脅威に対して、確固たる意見を持っている。オバマ氏は「われわれにとって最も重大な脅威は、核兵器を用いたテロの脅威である」と述べている[16]。一方で、マケイン氏も「米国と世界がこれまで直面してきた脅威の中でも、核拡散ほど深刻な脅威はない」と述べている[17]。マケイン氏はまた、核兵器と結び付いたテロリズムの脅威を強調し、「憎悪にとらわれ、残忍な考え方に従う者が、われわれを滅ぼすためであれば、自らの犠牲も厭わないとし、理解を超える惨事を引き起こすことになる核を用いた自爆攻撃に走るという脅威に対して、世界全体で対処していかなければならない」と訴えている[18]。

The public record indicates Senator McCain's readiness to be a global leader on this agenda:

To be an effective leader in the 21st century...it is not enough to be strong. We must be a model for others. That means not only pursuing our own interests but recognizing that we share interests with peoples across our planet. There is such a thing as good international citizenship, and America must be a good citizen of the world...engaging the world in a broad dialogue on the threat of violent extremists, who would, if they could, use weapons of mass destruction to attack us and our allies...I'd like to suggest some steps we should take to chart a common vision for the future. It is a vision in which the United States returns to a tradition of innovative thinking, broad-minded internationalism, and determined diplomacy, backed by America's great and enduring power to lead. It is a vision not of the United States acting alone, but building and participating in a community of nations all drawn together in this vital common purpose. [19]

Specifically on nuclear weapons, McCain has said that:
特に、核兵器のない世界ということについては、マケイン氏は次のように述べている。

...we cannot achieve our non-proliferation goals on our own. We must strengthen existing international treaties and institutions to combat proliferation, and develop new ones when necessary...The United States cannot and will not stop the spread of nuclear weapons by unilateral action. We must lead concerted and persistent multilateral efforts. As powerful as we are, America's ability to defend ourselves and our allies against the threat of nuclear attack depends on our ability to encourage effective international cooperation. We must strengthen the accords and institutions that make such cooperation possible. [20]
「核不拡散という目的は、米国一国では達成し得ない。核不拡散に対処していくための既存の国際条約と制度を強化し、必要であれば、新たな法制度を確立していかなければならないだろう…(中略)…米国一国の単独行動では、核兵器の拡散を止めることはできないだろう。我々は、多国間による一致し、かつ一貫した取り組みを先導していかなければならない。米国の力がいかに大きいとはいえ、米国が自国と同盟国を、核攻撃の脅威から守ることができるかどうかは、有効な国際協調を促すことができるかどうかにかかっているのだ。我々は、そうした国際協調を生み出す合意や法制度を強化していかなければならない」[20]

Senator Obama has been equally clear and has candidly stated that no progress can be made on the most challenging international issues "unless [the United States] can draw on strong international support." [21] In front of an audience of 200,000 in Berlin on July 24, 2008, he said: "Partnership and cooperation among nations is not a choice; it is the one way, the only way, to protect our common security and advance our common humanity." [22] Senator Obama believes that the United States has "to lead the entire world to reduce [the] threat" posed by terrorists acquiring nuclear weapons and by so doing, he claims America's global leadership can be restored. [23]
オバマ上院議員も同じく、「米国が強固な国際的支持を得ることができないのであれば」最も困難な国際的課題における進展は見られないと、率直にはっきりと述べている[21]。2008年6月24日に、オバマ氏はベルリンで、20万人の聴衆の前で、「国家間の協調と協力は、選択肢なのではない。我々の共通の安全保障を守り、同時に、我々の人間性を発展させていくには、その道しかないのである」と述べた[22]。オバマ氏は、米国はテロリストが核兵器を取得することにより、もたらされる「脅威を緩和していくために、全世界をリードしていくべきである」と考えており、そうすることで、米国のグローバルなリーダーシップが回復できると主張している[23]。

Both presidential contenders have also endorsed the goal of a nuclear free world. To that end, as president, Senator Obama has promised that he "will set a goal of a world without nuclear weapons, and pursue it." [24] Senator McCain's position is that "the United States should lead a global effort at nuclear disarmament consistent with our vital interests and the cause of peace." [25]

Finally, Senators McCain and Obama agree that there are real opportunities ahead for pragmatic steps toward the reduction of nuclear arsenals and disarmament. Senator McCain said in March 2008: "We do not need all the weapons currently in our [nuclear] arsenal." [26] In May he continued to elaborate on this point saying that:

In connection to the Strategic Arms Reduction Treaty (START), McCain has said that: "We should be able to agree with Russia on binding verification measures based on those currently in effect under the START Agreement, to enhance confidence and transparency." [28] Obama has said that he will "work with Russia to take U.S. and Russian ballistic missiles off hair-trigger alert... [and] we'll set a goal to expand the U.S.-Russian ban on intermediate-range missiles so that the agreement is global." [29] Further, in September 2008, Obama stated that:

The United States and Russia should seek real, verifiable reductions in all U.S. and Russian nuclear weapons—whether deployed or non-deployed, whether strategic or non-strategic. This process should begin by securing Russia's agreement to extend essential monitoring and verification provisions of START I prior to its expiration in December 2009. As president, I will also immediately stand down all nuclear forces to be reduced under the Moscow Treaty and urge Russia to do the same. [30]

Both candidates are also on record saying that they would move swiftly toward the successful negotiation of a Fissile Material Cut-Off Treaty (FMTC). In May 2008, McCain said that the United States "should move quickly with other nations to negotiate a FMTC to end production of the most dangerous nuclear materials." [31] Obama agrees and has said that he "will lead a global effort to negotiate a verifiable treaty ending the production of fissile materials for weapons purposes." [32] Obama is also a strong advocate of the ratification of the Comprehensive Test Ban Treaty (CTBT) and has said that building a bipartisan consensus for ratification of the 1996 treaty will be a priority in his administration. [33] McCain's position on the CTBT has been less specific. However, McCain, who voted against ratification of the CTBT in 1999, has said that as president he would be willing to take "another look at the [CTBT] to see what can be done to overcome the shortcomings that prevented it from entering into force." [34]

Recognizing that there are also some differences between the presidential candidates—for example on missile defense and how to deal with Iran—the next U.S. president will likely be open to reducing the nuclear weapons stockpile and moving in the direction of general and complete disarmament. Such a move would be welcomed by the American people, as well as people in other countries. [35] According to a major public opinion poll conducted in Britain, France, Italy, Germany, and the United States, over 70 percent in all countries surveyed supported eliminating all nuclear weapons in the world through an enforceable agreement (see Table 1). In the United States, the percentage that supports (either strongly or moderately) nuclear weapon elimination was 73.5 percent; in the non-nuclear European countries surveyed the rate was above 90 percent and in nuclear armed UK and France the rate was above 80 percent.

In a different poll Americans and Russians were asked if they "favor or oppose the goal of eventually eliminating all nuclear weapons, which is stated in the Nuclear Non-Proliferation Treaty (NPT)." [36] Majorities in both countries, 69 percent in the United States and 67 percent in Russia, said they were in favor of that goal.

Will rhetoric turn to action?
言葉は行動となるか?


It appears that in the not too distant future a political environment for the strengthening of the nonproliferation regime through a treaty combating WMD terrorism could exist. Although it is unlikely to be easy, if the current rhetoric turns to action there is hope for multilateral efforts. In that case, the following five key points are worth keeping in mind.
そう遠くない将来、WMDテロ防止条約の成立を通して、不拡散レジームを強化していく政治的環境が醸成されることになるかもしれない。簡単にできることではないが、もし、現在聞かれる言葉が行動になるのであれば、不拡散に向けた多国間の取り組みの展望が開けるはずだ。こうしたことが現実になる場合、以下の5つを念頭に置いておく必要があるだろう。

First, the proposed WMD terrorism treaty has a considerable head start compared to other treaty negotiations. Much like UNSCR 1373 (2001) on combating terrorism generally, which relied heavily on the International Convention for the Suppression of the Financing of Terrorism, UNSCR 1540 can guide negotiations for a new treaty combating WMD terrorism. The 1540's ambiguous language aside, and with the additions and modifications discussed above, the negotiating diplomats can draw heavily from provisions in UNSCR 1540 when forging a future WMD terrorism treaty.

Second, there are lessons to be learned from current UNSCR 1540 implementation efforts. For example, former UN Secretary General Kofi Annan and the two most recent 1540 Committee chairs have stated on multiple occasions that the UNSCR 1540 implementation process could benefit from localizing the efforts and utilizing regional and sub-regional organizations, in addition to the resources of the UN and its members. [37] Also, a recent comprehensive study on the role of regional organizations in implementing resolution 1540 came to the same conclusion. [38]

Third, regarding the specifics of reducing nuclear arsenals and moving toward general and complete disarmament, a myriad of ideas, plans, and paths are available to decrease U.S. and Russian nuclear stockpiles and move toward the ultimate goal of disarmament. Many prominent voices, including former U.S. Secretaries of State Madeleine Albright and Colin Powell, have signed on to the Shultz, Kissinger, Perry, and Nunn initiative.

In June 2008, Ambassador Thomas R. Pickering, former U.S. Undersecretary of State for Political Affairs, said that: "Nonproliferation, disarmament, and the related problems of dealing with terrorism and weapons of mass destruction...should form a key part of a broader strategy for the next administration." [39] Pickering further posits that significant, as much as 50 percent, reductions in U.S. and Russian nuclear stockpiles are possible. [40] Members of the U.S. Congress have also weighed in. For example, Senator John Kerry (D-MA) has proposed that the United States and Russia should aim for no more than 1,000 deployed nuclear warheads, a number that has been discussed elsewhere as well. [41] Today, the United States has approximately 4,075 operational nuclear warheads including 3,575 strategic and 500 nonstrategic warheads. [42] Russia has approximately 5,200 nuclear operational nuclear warhead including about 3,100 strategic and 2,100 nonstrategic warheads. [43]

In the process of reducing nuclear arsenals around the world, and eventually eliminating them, one needs not to aim for zero immediately. Throughout the reduction process one can continue to reevaluate the global security landscape. A first benchmark, as suggested by a number of analysts over time, could entail a reduction to 1000 deployed nuclear weapons for both the United States and Russia. Upon reaching that point one can take a new look on how states judge the security environment and perhaps new common ground can be found on what a minimal deterrent represents. New benchmarks can then be made on further nuclear weapons reductions.

Fourth, to jump start the process a bold sign of U.S. leadership could be in the form of a presidential announcement in early 2009 of a major reduction in the U.S. nuclear stockpile—for example the reduction and elimination of tactical nuclear weapons. [44] That step should be paired with a challenge to other nuclear nations to reduce their stockpiles as well. Russia may see merit in such reductions. Moscow has confronted terrorism and surely understands the danger of small, tactical nuclear weapons, which are susceptible to theft. U.S.-Russia cooperation in this area may be hindered at the moment in light of the recent crisis in Georgia; however, even at the height of Cold War tensions, Washington and Moscow were able to make progress in specific areas of mutual interest. For example, despite severe tensions between the United States and the Soviet Union in the 1960s, which included nuclear weapons tests and the Cuban missile crisis, both sides actively engaged in the negotiations of the NPT, which entered into force 1970.

Fifth, the United States can reap tremendous benefits by embarking on a journey to conclude a WMD terrorism treaty. U.S. reputation and popularity in the world would certainly benefit from a display of increased willingness to work multilaterally to strengthen the international legal framework in the field of nonproliferation and disarmament. As the U.S. reduces its nuclear arsenal, other states will recognize that the most powerful nation in the world is ready to not only lead by example, but also listen to the global community. A path back to treaty-making and cooperation would signal that the United States is again concerned not only with "hard power," but also recognizes the importance of "soft power."

Senator McCain has said that it is his dream to live in a world where nuclear weapons are banned; Senator Obama often quotes Dr. Martin Luther King Jr. and speaks of the "the fierce urgency of now" and how what is thought to be impossible can be achieved through united effort. Not in recent history, and maybe never before in U.S. presidential election politics, have the foreign and defense policy platforms of the candidates engaged so many in the United States and beyond. [45] Leading the international community to a treaty combating WMD terrorism, which is perhaps the greatest threat of our time, would be a milestone achievement for America's next president. This accomplishment would solidify the universal human right to live free from fear from the world's utter destruction and underscore that it is a collective responsibility to work toward that goal. In the case of Senator McCain, he could proudly say that he lived his dream, and Senator Obama could alter the slogan that has defined his presidential candidacy to say "Yes We Did."

UNITED NATIONSMohamed ElBaradei, the chief of the International Atomic Energy Agency, said in a speech on Monday that the number of reports of nuclear or radioactive material stolen around the world last year was “disturbingly high.”

Dr. ElBaradei, in his annual report to the General Assembly, said nearly 250 such thefts were reported in the year ending in June.

“The possibility of terrorists obtaining nuclear or other radioactive material remains a grave threat,” he said. “Equally troubling is the fact that much of this material is not subsequently recovered.”

Members of Dr. ElBaradei’s staff and outside experts cautioned that the amount of missing material remained relatively small. If all the stolen material were lumped together, it would not be enough to build even one nuclear device, they said.

It is also unclear if the rising number of reports of stolen material stems from a growing market for radioactive goods or more vigilant reporting of thefts by member states.

However, the idea that there might be a new market for such material is of concern, they said, especially if some of it were to end up in a dirty bomb.

The threat from such a bomb is less a health risk from radiation than from the panic an attack would probably cause, said Cristina Hansell, a professor at the Center for Nonproliferation Studies, in Monterey, Calif.

Most of the concern about thefts centers on the countries of the former Soviet Union, where nuclear programs were widespread, but they occur everywhere.

In a typical case, Ms. Hansell said, an oil company reported last May that a device containing radioactive material that was used in exploration in Sudan was missing.

It would take long exposure to the device to create any health risk, she said. “What will kill you from a dirty bomb is the immediate explosion, not the radioactivity,” she said, noting that the main concern was that despite the attention devoted to trying to police such material, the amount disappearing keeps rising. “There still seems to be quite a big problem.”

Aside from the issue of thefts, Dr. ElBaradei said he hoped that North Korea, which left the Nuclear Nonproliferation Treaty in 2003, would return, and he criticized Iran for impeding the agency’s attempts to verify whether it was developing nuclear weapons.

ACT: Dozens of senior U.S. statesmen, led by former Secretary of State George Shultz and former Senator Sam Nunn (D-Ga.), are urging the United States to lead the world toward nuclear disarmament through such steps as ratifying the Comprehensive Test Ban Treaty (CTBT), rendering nuclear forces less ready to launch on short notice, and eliminating tactical nuclear weapons, including U.S. bombs stationed in Europe. Do you support the goal of nuclear disarmament, and what actions should be given priority to make progress toward that objective or to reduce global nuclear dangers?

Obama: As president, I will set a new direction in nuclear weapons policy and show the world that America believes in its existing commitment under the nuclear Nonproliferation Treaty to work to ultimately eliminate all nuclear weapons. I fully support reaffirming this goal, as called for by George Shultz, Henry Kissinger, William Perry, and Sam Nunn, as well as the specific steps they propose to move us in that direction.[1] I have made it clear that America will not disarm unilaterally. Indeed, as long as states retain nuclear weapons, the United States will maintain a nuclear deterrent that is strong, safe, secure, and reliable. But I will not authorize the development of new nuclear weapons. And I will make the goal of eliminating nuclear weapons worldwide a central element of U.S. nuclear policy.

To make progress toward this goal, I will seek real, verifiable reductions in all U.S. and Russian nuclear weapons—whether deployed or nondeployed, whether strategic or nonstrategic—and work with other nuclear powers to reduce global stockpiles dramatically by the end of my presidency. As a first step, I will seek Russia’s agreement to extend essential monitoring and verification provisions of the [Strategic Arms Reduction Treaty] START I before it expires in December 2009. I will work with Russia in a mutual and verifiable manner to increase warning and decision time prior to the launch of nuclear weapons.

I will initiate a high-level dialogue among all the declared nuclear-weapon states on how to make their nuclear capabilities more transparent, create greater confidence, and move toward meaningful reductions and the eventual elimination of all nuclear weapons. As president, I will reach out to the Senate to secure the ratification of the CTBT at the earliest practical date and will then launch a diplomatic effort to bring onboard other states whose ratifications are required for the treaty to enter into force. Finally, I will lead a global effort to negotiate a verifiable treaty ending the production of fissile materials for weapons purposes and will work with other interested governments to establish a new nuclear energy architecture.

ACT: What role, if any, should nuclear weapons have in U.S. security policy? Can existing U.S. warheads and the current nuclear weapons complex support those roles, or do you believe new warheads and capabilities are needed?

Obama: The most important objective with respect to nuclear weapons is doing everything we can to prevent the use of any such weapons, anywhere in the world. So long as nuclear weapons exist, the United States needs to retain nuclear weapons to prevent this from happening. But we need to do more. I will restore America’s leadership in reducing the role of nuclear weapons and working toward their ultimate elimination. A world free of nuclear weapons is a world in which the possibility of their use no longer exists.
As long as nuclear weapons exist, I will retain a strong, safe, secure, and reliable nuclear deterrent to protect us and our allies. But I will not authorize the development of new nuclear weapons and related capabilities. And I will make the goal of eliminating nuclear weapons worldwide a central element of U.S. nuclear policy.

ACT: Many Americans fear that terrorists might acquire biological, chemical, or nuclear weapons and use them against the United States, its troops, or allies. What more should be done to prevent that tragic possibility from occurring?

Obama: Conventional thinking has failed to keep up with new nuclear, chemical, and biological threats. Today we confront the possibility of terrorists bent on our destruction possessing a nuclear weapon or bomb-making materials. We need a president who understands these new security threats and who has effective strategies for addressing them. Since early on in my time in the Senate, I have worked with Senator Dick Lugar (R-Ind.) and others across the aisle to expand efforts to stop smuggling of nuclear material and keep nuclear and conventional weapons out of terrorists’ hands.

As president, I will lead a global effort to secure all nuclear weapons materials at vulnerable sites within four years—a critical way to prevent terrorists from acquiring a nuclear bomb. I will work with Russia in this effort and with other countries to develop and implement a comprehensive set of standards to protect nuclear materials from theft. I will also phase out highly enriched uranium from the civil sector; strengthen policing and interdiction efforts; build state capacity to prevent theft, diversion, or spread of nuclear materials; and convene a summit on preventing nuclear terrorism.

Biological weapons similarly pose a serious and increasing national security risk. To prevent bioterror attacks, I will strengthen U.S. intelligence collection overseas to identify and interdict would-be bioterrorists before they strike, assist states to meet their obligations under UN Security Council Resolution 1540 [2] and the Biological Weapons Convention, strengthen cooperation with foreign intelligence and law enforcement agencies, build capacity to mitigate the consequences of bioterror attacks, improve local and state emergency responses to cope with catastrophic emergencies, and accelerate the development of new medicines, vaccines, and production capabilities.

What can be done to prevent countries from acquiring and misusing latent nuclear weapons production capabilities, particularly uranium-enrichment and spent fuel reprocessing technologies and know-how?

Obama: Our nuclear security and that of our allies requires that the expansion of nuclear reactors for electricity generation is not accompanied by the expansion of sensitive nuclear fuel-cycle facilities that can produce bomb-grade plutonium and uranium. As president, I will make it a top priority to prevent nuclear fuel from becoming nuclear bombs. I will work with other interested governments to establish a new international nuclear energy architecture—including an international nuclear fuel bank, international nuclear fuel-cycle centers, and reliable fuel supply assurances—to meet growing demands for nuclear power without contributing to the proliferation of nuclear materials and fuel-production facilities. An international system that ensures access to reasonably priced fuel will encourage developing countries that they do not need sensitive nuclear fuel-cycle facilities to grow their economies, while ratcheting up pressure on any states seeking to disguise their nuclear weapons ambitions.

ACT: START is set to expire December 5, 2009, and the Strategic Offensive Reductions Treaty (also known as the Moscow Treaty) limits end December 31, 2012. Should the United States and Russia continue the process of negotiating nuclear cuts through verifiable bilateral agreements or manage their nuclear relationship in other ways? How should the two countries minimize strategic distrust and overcome decades of strategic competition?

Obama: The United States and Russia should seek real, verifiable reductions in all U.S. and Russian nuclear weapons—whether deployed or nondeployed, whether strategic or nonstrategic. I am committed to working with Russia and other nuclear-weapon states to make deep cuts in global stockpiles by the end of my first term. This process should begin by securing Russia’s agreement to extend essential monitoring and verification provisions of START I prior to its expiration in December 2009. As president, I will also immediately stand down all nuclear forces to be reduced under the Moscow Treaty [3] and urge Russia to do the same.

Keeping nuclear weapons ready to launch on a moment’s notice is a dangerous relic of the Cold War. Such policies increase the risk of catastrophic accidents or miscalculation. I believe that we must address this dangerous situation—something that President Bush promised to do when he campaigned for president back in 2000, but did not do once in office. I will work with Russia to end such outdated Cold War policies in a mutual and verifiable way.

ACT: Ballistic missiles can be used to deliver biological, chemical, and nuclear weapons. What should be done to address threats posed by ballistic missiles, and how much of that effort should be devoted to developing anti-missile systems, including the possible deployment of U.S. missile interceptors in Europe or space?

Missile defenses can be a significant part of a plan to reduce these dangers, but they must be proven to work and pursued as part of an integrated approach that uses the full range of nonproliferation policy tools in response to the full range of threats we face. As president, I will make sure any missile defense, including the one proposed for Europe, has been proven to work and has our allies’ support before we deploy it. I will also strengthen the Missile Technology Control Regime and explore other arms control measures to reduce the ballistic missile threat.

But in our haste to deploy missile defenses, we cannot lose sight of the real 21st-century threats. The biggest nuclear security risk is not from a rogue state lashing out with ballistic missiles, but a terrorist smuggling a crude nuclear device across our borders. We spend more than $10 billion a year on missile defense, but far too little on securing nuclear materials around the world and improving security (including detection) at our ports and borders. We must focus our defenses on the most likely threats.

ACT: As China increases its military spending and modernizes its nuclear forces, what role, if any, should arms control play in preventing a regional arms competition or crisis and improving relations between the United States and China?

I support the continuation of military-to-military exchanges with China, including efforts by the Bush administration to sustain a dialogue on strategic nuclear issues and resume laboratory-to-laboratory exchanges that were terminated in the 1990s.

I will engage the Chinese leadership in discussions that convey how greater openness in military spending and nuclear force modernization is consistent with China’s and the United States’ national interests and more likely to lead to greater trust and understanding.

ACT: China and the United States recently have each destroyed one of their own satellites with missiles, raising concerns about space-based weapons and arms that target objects in space. What, if anything, should be done to limit such developments?

We cannot ignore dangers and should thoroughly assess possible threats to U.S. space assets. This will include establishing contingency plans to ensure that U.S. forces can maintain or duplicate access to information from space assets and accelerating programs to protect U.S. satellites against attack. I will take whatever military and diplomatic steps are needed to safely assure the survivability of our satellites and respond appropriately if another country targets them. But our national security—as well as that of our strategic competitors—requires that we work in concert to prevent military conflict in space, to address the practical problems that the growth of satellite launches and operations have created, and to help all nations reap the benefits that peaceful uses of space can provide. That is why I have endorsed an international code of conduct to clarify the rules of the road to manage traffic in space and prevent satellites from being put at risk. In addition to unilateral steps needed to protect our interests in space, I will pursue negotiations of an agreement that would ban testing anti-satellite weapons.

Obama: As president, I will work from the very beginning of my term in office to reduce nuclear dangers in Northeast Asia. I will continue to pursue the kind of direct and aggressive diplomacy with North Korea that can yield results, while not ceding our leverage in negotiations unless it is clear that North Korea is living up to its obligations. North Korea will be offered a stark choice: if it verifiably eliminates its nuclear weapons programs and does not engage in any proliferation activities whatsoever, it will receive meaningful economic, political, and security benefits. If North Korea refuses, it will face a bleak future of political and economic isolation. The objective must be clear: the complete and verifiable elimination of North Korea’s nuclear weapons programs, which only expanded while we refused to talk.

Pyongyang’s recent nuclear declaration was a step forward, but there will be many more steps to take in the days ahead. I will aggressively follow up to ensure a complete, accurate, and verifiable accounting of North Korea’s past plutonium production; confirm its prior uranium-enrichment activities; and get answers to disturbing questions about its proliferation activities with other countries, including Syria. As my administration moves forward, I will also work with our friends and allies in the region to assure that the six-party process addresses all issues on the agenda, including that of abductees.

ACT: The current administration has stated that it is committed to a diplomatic solution to the Iranian nuclear issue. Although the United States has worked to impose a variety of sanctions on Iran and has offered to negotiate an incentives package along with the other permanent members of the Security Council and Germany if Tehran suspends enrichment, Iran continues to expand its nuclear capabilities. What steps would you take to address Iran’s nuclear program?

Obama: The Iranian nuclear threat is growing. Last fall’s National Intelligence Estimate (NIE) confirmed that Iran has engaged in nuclear weapons design activities, and the International Atomic Energy Agency (IAEA) warns that it continues to enrich uranium using more sophisticated technology. Together these activities could soon put Iran in the position of building nuclear weapons. That must not happen. And I will do everything I can as president to prevent it from happening.

My goals are clear: Iran must come clean on its past and present nuclear activities, and it must suspend its uranium-enrichment activities. To get there, I will prepare for and engage in direct talks with Tehran to test its intentions. I strongly support tougher action by the UN Security Council, as well as steps by our friends and partners in Europe and Asia to impose additional economic costs on Tehran beyond those that can be agreed to at the United Nations. A united diplomatic front with the P5+1 [4] directly calling on the Iranians to end any nuclear weapons activities will, in turn, maximize international pressure and remind Iran’s people that it is their government that is choosing to isolate them from the world. It will also send Iran a clear message: live up to your obligations now; by waiting, you will only face greater isolation. A credibly military option must also be kept on the table.

We still have time to address the Iranian nuclear issue diplomatically, but we need to use that time wisely. While we have stood on the sidelines until recently, Iran has defiantly expanded its nuclear program. I call on Iran not to wait for a new administration to reach agreement on the nuclear issue. Such an outcome is possible if we pursue the kind of tough, sustained, and unconditional diplomacy—backed by tough sanctions—that I have long supported and that the NIE concluded can prove effective in dissuading Tehran from pursuing a nuclear weapons capability.

ACT: It has been 10 years since India and Pakistan each conducted a series of nuclear tests. Since that time, South Asia has witnessed a buildup of nuclear weapons and delivery systems, armed conflict and risks of nuclear escalation, and a nuclear technology smuggling network that aided the nuclear weapons programs of other countries. How will you work to reduce the risks posed by India’s and Pakistan’s nuclear arsenals and programs?

Obama: The Bush administration’s policies toward both India and Pakistan have allowed grave nuclear risks to grow in South Asia since the 1998 nuclear tests. I will work to reduce the region’s nuclear dangers in a number of ways.

Second, the best way to reduce nuclear risks in South Asia is to reduce incentives to test and deploy new nuclear weapons. My two amendments in the Hyde Act [5] sought to accomplish these goals. Just as I will work with the U.S. Senate to secure ratification of the CTBT at the earliest practical date, I will prioritize diplomatic efforts with India and Pakistan to encourage them to move beyond their moratorium on nuclear testing toward the ratification of the treaty. Third, I will continue my work begun in the Senate to secure all dangerous weapons and materials against terrorist threats worldwide, including in South Asia. Fourth, I will encourage India and Pakistan to collaborate with IAEA experts to maximize security at nuclear power plants and related facilities. Fifth, and finally, I will continue support of ongoing Indian and Pakistani efforts to resolve the Kashmir problem in order to address the political roots of the arms race between India and Pakistan.

ACT: There are several international initiatives under consideration or in place to reduce the threats posed by conventional weapons that take the lives of noncombatants, including a limit or ban on cluster munitions use, a global arms trade treaty to better regulate weapons transfers, and the Ottawa Convention against anti-personnel landmines. What steps, if any, should be taken to limit conventional arms dangers?

Obama: In general, I strongly support international initiatives to limit harm to civilians caused by conventional weapons. In the Senate, I worked with Senator Lugar to pass legislation securing conventional weapons like shoulder-fired anti-aircraft missiles, anti-personnel landmines, and other small arms; co-sponsored legislation introduced by Senators Patrick Leahy (D-Vt.) and Arlen Specter (R-Pa.) prohibiting future procurement of victim-activated landmines; and voted for an amendment offered by Senators Dianne Feinstein (D-Calif.) and Leahy prohibiting the use or transfer of cluster munitions absent rules of engagement ensuring they would not be employed near concentrations of civilians.
As president, I will help lead the way on these issues. Our military has legitimate concerns on these issues, and I look forward to consulting closely with leadership at the Department of Defense as we shape policies on these key issues. At the same time, I recognize that our forces have been moving away from using cluster munitions and anti-personnel landmines ourselves, and these trends can be accelerated with targeted investments in innovative technologies. We also have a strong national security interest in preventing the illegal trade in small arms, including rocket launchers sought by terrorists and other extremists. I will regain our leadership on these issues by joining our allies in negotiations and honoring U.S. commitments to seek alternatives to landmines, while also ensuring that our service members have the tools that they need to do the dangerous missions that we ask them to perform.

「重大な発表とは金正日の死についてではないか?」
との憶測を呼んでいることについて、
米国のFOXニュースに掲載されていた
AP通信の報道より。

同時に、重村・早稲田大教授が
「金正日は2003年に、すでに死んでいる」との見方を示しており
それについて、英国のテレグラフ紙が報じているので
テレグラフの記事も訳してみました。

すでに知っている人は知っていることではありますが

TOKYO — North Korea will make an "important announcement" on Monday amid speculation over the health of its leader Kim Jong Il, a Japanese newspaper reported Sunday.

The 66-year-old North Korean leader disappeared from public view in mid-August and failed to make appearances on two important national holidays, leading to speculation he was seriously ill. U.S. and South Korean officials said he suffered a stroke and had brain surgery, but North Korea has denied he is ailing.

Quoting unidentified sources at Japan's defense ministry, the Sankei said Tokyo had information that "there will be an important announcement on (Oct.) 20th."
産経新聞は、防衛省筋の未確認の情報に言及し、日本政府は「20日に重要な発表がある」との情報を入手していると報じた。

The Sankei said there was speculation within the Japanese government that the North's announcement could be about Kim's death or a government change induced by a coup.
産経新聞によると、日本政府内では、金総書記の死、もしくは政変による体制転換が起きたことを北朝鮮が発表するのではないかとも噂されているという。

North Korea will also ban foreigners from entering the country starting Monday, it said, without giving further details.
北朝鮮は同時に、月曜から外国人の入国を禁じるともいわれているが、詳細な理由については語られていない。

Japanese defense and foreign ministry officials could not be reached for comment Sunday.

The Sankei report came a day after Japan's biggest-selling Yomiuri daily said North Korea had ordered its diplomats abroad to be on standby for an important announcement.
産経新聞の報道は、日本最大手の読売新聞が、北朝鮮は重大発表を前に、海外で職務に従事している外交官に待機を命じていると報じていたことを受けてのものだ。

Quoting several unidentified sources, the Yomiuri said Saturday the announcement could be about Kim's health or North Korea's relations with neighboring South Korea.

In Seoul, Kim Ho-nyeon, chief spokesman at the South Korean Unification Ministry, said Sunday the ministry could not confirm the Yomiuri report.

The Sankei also said the Chosen Soren, a pro-Pyongyang association of Koreans living in Japan, told its top officials to halt foreign and domestic trips. The Chosen Soren functions as North Korea's de facto embassy in Japan as Pyongyang and Tokyo have no diplomatic ties.

North Korea released photos earlier this month showing Kim inspecting a military unit and appearing healthy. However, it did not say when the pictures were taken. Some analysts said the photos appeared to have been taken earlier because plant foliage was wrong for the time of year.

The health of North Korean leader Kim Jong-Il is not worsening, according to South Korean official, but a Tokyo professor has meanwhile asserted that Kim died in any case in 2003.

Speculation has recently grown again that Kim, who is 66 and has not been seen in public for more than three weeks, is unwell. Some media have long thought that Kim, a former smoker and heavy drinker, was ill but Seoul intelligence officials say they believe he has diabetes and heart problems, but those are not serious enough to affect his job.

But a book by Japan's Professor Toshimitsu Shigemura at Japan's respected Waseda University says Kim died in the autumn of 2003 and a series of stand-ins have since taken his place at official state event.

After Kim's death, a group of four very senior officials in the regime decided to protect their own positions by making the stand-in more permanent. Whenever anyone meets the North Korean leader, Shigemura says one of the four is alongside him "like a puppet-master."

A spokesman for Chongryun, the association of North Korean residents of Japan that effectively acts as Pyongyang's embassy in Tokyo, denied that Kim was dead.

"This is absolutely a lie," said Tae-shik Jon. "We do not want to even comment on such a stupid claim."

北朝鮮の核検証の枠組み合意が
崩壊するのではないかとさえ懸念されていましたが
核検証のやり方をめぐり、米国が何とか北朝鮮と合意できたため
その見返りという形で
北朝鮮のテロ支援国家指定を解除したということらしい。

これこそまさに、「ごね得」といえるものなわけですか
「核」という外交カードは
もう、ごねるだけでなんとかなってしまうほど
強力ということなんでしょう。

ニューヨークタイムズ紙の記事より。
米政権内、また関係者の間でいろいろと意見が割れている様子が
詳しく報じられている、なかなか面白い記事でした。

以下で紹介する記事では、米民主党が、クリントン政権のときの合意を
未だに評価していることについての記述もありますが
米民主党がそういう認識であるのなら
今後、誕生するかもしれないオバマ政権の外交方針が不安になります。
クリントン政権時の合意に基づき、
北朝鮮に手放しに見返りを与えることで
北朝鮮の秘密裏の核兵器開発を知らず知らずのうちに
許すことになっていたという点については、
きちんと認識しておいてほしいところ。

今後は、とにかく、どれだけ有効な検証活動が実施できるかどうかに
かかっているのでしょう。

WASHINGTON — The Bush administration announced Saturday that it had removed North Korea from a list of state sponsors of terrorism in a bid to salvage a fragile nuclear deal that seemed on the verge of collapse.

Other Democrats said they welcomed the agreement but noted that it did not go much beyond an agreement President Clinton reached with North Korea in 1994, which the Bush administration, including Secretary of State Condoleezza Rice, criticized as inadequate.

Bush administration officials, trying to head off potential criticism that they were simply seeking a foreign policy victory in their last months, said the agreement was the best the United States could get at this time.

But the deal puts off decisions on the thorniest verification issue: what would happen if international experts suspected the North was hiding other nuclear weapons facilities, particularly those related to uranium enrichment.

The United States wanted the North to agree to inspections at sites that raised suspicions, but North Korea balked. The new agreement calls for United States inspectors to be granted access to such sites “based on mutual consent” with North Korea.

North Korea, which has long sought international acceptance, had been pushing hard to get off the terror list. But Mr. McCormack made clear on Saturday that North Korea is still subject to numerous economic sanctions.

The agreement follows weeks of intense negotiations and high-stakes brinkmanship, as North Korea, furious that the Bush administration had not removed it from the terrorism list as it agreed last summer, threatened to restart its plutonium-based weapons program and barred international inspectors from the Yongbyon plant. In Washington, State Department proponents of the deal, including Ms. Rice and her top North Korea envoy, Christopher R. Hill, battled critics inside and outside the administration who castigated them for trying to salvage the accord.

The administration has been at war with itself over whether to go ahead with the North Korea pact despite objections from critics in the office of Vice President Dick Cheney, and even some members of the State Department’s verification and compliance office. That rift spilled into the open at the news conference on Saturday, when a reporter asked Paula A. DeSutter, the assistant secretary of state for verification, compliance and implementation, how she responded to criticism of the deal from John R. Bolton, her former boss at the State Department.

Ms. DeSutter did not defend the accord, saying simply, “John is the epitome of a skeptical policymaker, and that’s appropriate.”

Despite the internal fights, Ms. Rice convinced President Bush last week that this was the best the administration could get in its remaining time in office. But as late as Friday, things remained up in the air, said one administration official, who, like several other officials and diplomats interviewed for this article, spoke on the condition of anonymity because of the delicacy of the issue. Another senior administration official described the internal deliberations as a “close call.”

Senator McCain said in a statement that he would not support the deal until he got some questions answered. “I expect the administration to explain exactly how this new verification agreement advances American interests and those of our allies,” he said. He added that he was “concerned that this latest agreement appears to have been reached between Washington and Pyongyang, and only then discussed with our Asian allies in an effort to garner their support.”

Representative Ileana Ros-Lehtinen, Republican of Florida, issued a statement strongly criticizing the deal. “I am profoundly disappointed,” she said. “By rewarding North Korea before the regime has carried out its commitments, we are encouraging this regime to continue its illicit nuclear program and violate its pledge to no longer provide nuclear assistance to extremist regimes.”

Two of the Bush administration’s main criticisms of the 1994 accord were that it did not mandate the removal of nuclear material from North Korea and that international inspectors were limited to Yongbyon.

The 1994 accord collapsed in 2002 after the Bush administration accused North Korea of circumventing the agreement by pursuing a second path to a bomb, based on enriching uranium. The White House said at the time that it would require full verification that any uranium program had been halted, though later the intelligence community expressed some doubts about how far the program had gotten.

Although the new agreement leaves open the possibility of future inspections outside Yongbyon, it leaves vague what mechanism would be used to determine the status of a uranium program.

The North has agreed in principle to give up its nuclear material and any weapons, but that seems almost certain to be subject to negotiations with the next president. During the Bush administration, North Korea is believed to have produced enough bomb-grade plutonium for six or more nuclear weapons.

Bush administration officials have been consulting about the latest deal with its partners in the so-called “six-party” talks, the group including Russia, South Korea and Japan that negotiated the agreement in 2007 for the North to halt its nuclear activities.

Diplomats said that Japan had expressed reservations about removing North Korea from the terror list because the North still had not addressed all of their concerns about abductions of Japanese citizens decades ago.

After the official announcement on Saturday, Japan’s finance minister, Shoichi Nakagawa, called the American decision “extremely regrettable.”

South Korea has been more supportive.

“We welcome the agreement because we believe this will help put the six-party negotiations back on track and eventually lead to the dismantlement of North Korea’s nuclear programs,” said Kim Sook, South Korea’s main nuclear envoy, during a news conference in Seoul on Sunday.

The South Korean foreign minister, Yu Myung-hwan, had stressed Friday that if the six-party negotiations fell apart now, the next administration would have difficulty restarting them.
韓国のユ・ミョン・ファン外務相は金曜日、もし、6カ国協議が今、決裂するのであれば、米次期政権が6カ国協議を再開させることは困難となるだろうと強調していた。

Gary Samore, a nonproliferation expert in the Clinton administration, characterized the deal as probably the best that could be gotten at this time, but warned of stormy times to come.

According to a fact sheet issued by the Bush administration, the two sides agreed “on the use of scientific procedures, including sampling and forensic activities,” although the sheet doesn’t say where those tests would be done.

Mr. Bolton, the former United States ambassador to the United Nations under Mr. Bush, said that the Bush administration had “punted” the hardest issue, that of inspections beyond declared nuclear sites.

“This means that North Korea has a veto over everything beyond Yongbyon,” he said, “so that’s a clear victory for North Korea.”
