イラクからの米軍の「全面的撤退」の中身

オバマ米大統領は先日、公約に掲げていた
イラクからの米軍撤退を公式に宣言しました。
もともとの公約では16カ月以内の撤退が主張されていましたが
それよりもトーンダウンし、18カ月以内ということになったようです。

一方で、米軍要員の「すべて」が
必ずしも撤退するわけではない点にひっかかり
オバマ公約の内容を誤解している方もいるようです。

以下で紹介するのは米国のシンクタンク、
軍備管理・不拡散センターの研究員による論評ですが
ここでも指摘されている通り、オバマ大統領は
かねてから「戦闘部隊」の全面撤退を訴えていたのであって
「支援部隊」の駐留継続の必要性への理解は
大統領選のときからすでにありました。
ですので、公式に発表された撤退計画は、結局のところ、
18カ月に延長したことからも、かなり現実的な路線で決着したのでしょう。

地位協定では2011年には支援部隊も含めた全面撤退が定められていますので
ここも結局、オバマ大統領の撤退計画における期限と変わりはないようです。
ただ、2011年以後も、何かしらの形で軍事要員の駐留はあるでしょうけれど。

オバマ大統領の当初の計画であった16カ月以内を想定した
論評ではありますが、オバマ公約の実質的な中身が分かるので紹介します。

Barack Obama campaigned on a policy of ending U.S. military involvement in Iraq. There is speculation today about how President Obama’s campaign stance will be transformed into actual policy now that he sits in the Oval Office. Based on recent press reports, there is reason to suspect that there may be an effort underway to revise or soften President Obama’s 16-month timetable for withdrawing U.S. forces.
バラク・オバマ米大統領は、イラクに駐留する米軍の撤退を政策に掲げ、大統領選を戦った。大統領選期間中に訴えていた、この、オバマ大統領の主張は、彼が大統領の座に着いた今、まさに現実の政策として実行されようとしている。最近の報道を見る限り、イラクに駐留する米軍を16カ月で撤退させるというオバマ大統領の計画の見直し、ないし、路線の緩和が試みられているのではないかと疑われる。

This paper outlines how the President can responsibly execute his policy of removing U.S. combat forces from Iraq within 16 months. It proposes a workable U.S. redeployment schedule that would result in 100,000 total U.S. troops remaining in Iraq by the end of 2009; 35,000 to 65,000 support troops remaining in Iraq by July 2010, when the President’s 16-month timetable would end if it is initiated in April 2009; and less than 1,000 troops remaining by December 2011, when the U.S.-Iraqi security agreement (commonly known as the status of forces agreement or “SOFA”) mandates that all U.S. forces be out of Iraq.
ここでは、オバマ大統領が、どうすれば、16カ月以内にイラクに駐留する米軍の戦闘部隊を撤退させるという政策を、責任を持って実施することができるのか考察してみたい。ここで提案する現実的な撤退計画は、2009年の終わりまでに、イラクに駐留する部隊の規模を、総数で10万人にまで減らし、2010年7月までには、イラクに駐留する支援部隊を35000人から65000人ほどの規模にさせるというものだ。もしこの計画を2009年4月から開始するのであれば、オバマ大統領が主張する16カ月以内の撤退を実現することができるだろう。また、米国とイラクが合意した、イラクに駐留するすべての米軍の撤退について定めている地位協定によれば、少なくとも1000人規模の部隊が2011年12月まで駐留することになっている。

WHAT HAS BEEN SAID?
オバマ大統領は何と言っていたのか?

During his campaign, President Obama talked repeatedly of removing all combat forces from Iraq in approximately 16 months at a rate of one to two brigades per month. This position was staked out during the “surge” when there were 20 brigades in Iraq and withdrawing one to two per month fit a 16-month timetable. Today, in the wake of the surge, there are approximately 14 brigades in Iraq. However, the President has stuck by the 16-month timetable rather than the one to two brigades per month withdrawal rate that would more closely align with a 10- to 11-month timeline given today’s post-surge troop level. This situation provides more flexibility than has been recognized.
Candidate Obama did not say he would remove all U.S. forces from Iraq within 16 months. Rather, he spoke of removing all combat forces and specifically said some support troops would remain to provide logistical assistance and training for Iraqi forces, to hunt down al Qaeda in Iraq, and to protect the U.S. embassy and other U.S. personnel and assets.
オバマ大統領は、大統領選の最中、16カ月程度で、イラクに駐留するすべての戦闘部隊を撤退させると繰り返し述べていた。これは、1カ月に旅団を1、2個撤退させるペースということになる。「増派(surge)」作戦が遂行されていた間は、20個の旅団がイラクに駐留していた。1カ月に1、2個の旅団を撤退させれば、確かに16カ月ですべての駐留部隊を撤退させることができるという考え方だ。増派作戦後、今日では、イラクに駐留している旅団は14個ほどとなっている。しかし、増派作戦後の部隊の規模を考えると、1カ月に1、2個の旅団を撤退させれば、10、11カ月ですべての部隊を撤退させることが可能であるにもかかわらず、オバマ大統領は、「16カ月」にこだわり続けている。これは、より柔軟な対応を可能にさせる状況を生み出すためであるといえる。オバマ大統領は大統領選期間中、イラクに駐留する米軍をすべて撤退させるとは言っていない。オバマ大統領が述べていたことは、すべての「戦闘部隊」の撤退だ。また、オバマ大統領は、特に、兵站支援やイラク軍の訓練、イラクで活動するアルカイダメンバーの拘束、イラクの米国大使館やイラクにいる米国人、またイラクにある米国資産の保護などを行うための支援部隊の駐留継続についても言及していた。

WHAT TO EXPECT?
何が予想されているのか?


Military planning to meet the President’s objectives began before the inauguration, albeit reluctantly. The CENTOM commander (General David Petraeus) and the U.S. commander in Iraq (General Raymond Odierno) appear to be developing options cued to a slower redeployment timetable probably aimed at compliance with the status of forces agreement (SOFA) signed by the United States and Iraq in late 2008. Unlike the President’s 16-month timetable for removing combat forces, the SOFA mandates the removal of all U.S. forces by the end of 2011. The Joint Chiefs of Staff are likely to adopt a position somewhere between the President’s campaign pledge and the field commanders’ plan for slower redeployment.
不承不承にではあるが、オバマ大統領が就任する前から、オバマ大統領が主張していたことに沿った形での軍事計画が練られ始めていた。米軍中央司令部(デービッド・ペトラエウス総司令官)とイラクの米軍司令部の意向は、より時間をかけた撤退計画であったと思われる。おそらく、昨年末に米国とイラクが合意した地位協定に従った撤退計画にしたかったのだろう。地位協定が求めていることは、オバマ大統領が主張するような16カ月以内の戦闘部隊の撤退ではなく、2011年の終わりまでに米軍が全面的に撤退するということである。統合参謀本部は、オバマ大統領の公約と、それよりも時間をかけた撤退計画との間の折衷案を採用しようとしていた。

If the President’s timeline -- with normal caveats about circumstances on the ground -- is to be implemented, the review process is expected to be completed so that the start date for beginning the 16-month withdrawal would be around April 1. This would put the redeployment of all combat brigades on track for completion by the end of July 2010. While some on the left and right, for different reasons, will call such a schedule a broken campaign promise, the precise details are less important than the overall direction of U.S. policy.
普通に状況を見極めた上で、もし、大統領の撤退計画を実施するのであれば、4月1日から開始できるよう、計画の検証を終える必要がある。こうすることで、順調に進めば、2010年7月までにすべての戦闘旅団を撤退させることができるだろう。様々な理由から、右も左も、この撤退計画では公約破りだと主張する人もいるだろう。ただ、米国の政策全体から見れば、細部はそれほど重要ではない。

A more complex issue is the nature and number of forces left behind as U.S. combat brigades are redeployed. A key question is ‘What constitutes a brigade?’ The definition is flexible. The number of combat personnel in a brigade is 3,200 to 3,500 troops. If “organic” support and maintenance forces are included, 5,000 is a better number. If one includes an allocation of other support forces in a “brigade slice,” the number is closer to 7,000. So, depending on which of these figures is used, withdrawing 15 brigades, a base number used in this paper, will reduce the current force of 142,000 to 89,500, 67,000, or 37,000, respectively. (For the calculations below, the authors use the 5,000 troops per brigade figure). The actual force level will depend on how many support forces remain in-country to support Iraqi and remaining U.S. units; how many training forces remain and whether these are increased to expand the number of “trainers” with Iraqi forces; the level of special operations forces; and the numbers needed to protect U.S. personnel and assets.
より複雑な問題は、撤退する米軍の戦闘旅団の性質と数である。つまり、鍵となる問いは「戦闘旅団はどういう構成であるのか」ということである。定義は多様なのだ。旅団に所属する戦闘員の数は3200人から3500人である。部隊を支援し、管理する「有機的な」要員を含めるのであれば、5000人が妥当な数だろう。さらに、旅団の構成を「輪切り」にし、各部を支援する他の支援部隊の要員を含めれば、7000人近くになる。以上を踏まえ、イラクに駐留している旅団が15個あると考えて、この15個の旅団を撤退させる場合、現在の142000人から89500人へ、さらに67000人ないし37000人へと段階的に縮小していくことになるだろう(旅団1個につき5000人の要員がいると考え、計算した場合)。実際に必要となる要員の数は、①イラク国内にとどまりイラク人部隊を支援する支援部隊の数②訓練部隊の数とイラク軍を訓練する「トレーナー」の拡充に伴い訓練部隊を増加するのかどうか③特殊部隊の数④米国人と米国の資産を保護するための要員の数――などを考慮に入れ、決められることになるだろう。

WHAT SHOULD BE DONE?
何をなすべきか?

To meet the President’s plan, three brigades should be redeployed and not replaced when they rotate home by June 30, 2009. This will provide resources to support the increased effort in Afghanistan. It also might help convince the Iraqi voters in their upcoming referendum that the U.S. occupation is ending and encourage them to support the U.S.-Iraqi SOFA agreement that specifies a timetable for the withdrawal of American forces. If the SOFA is rejected in the referendum, all U.S. forces, combat and otherwise, would have to be withdrawn within 12 months.
オバマ大統領が主張する撤退計画を実現するためには、2009年6月30日までに3個の旅団を撤退させ、これらの旅団が交代で帰国した後には、新たに後任の旅団を配置するようなことはすべきではない。ここで撤退した3個の旅団は、アフガンでの支援に回されることになるだろう。また、2009年の6月30日までに3個の旅団が撤退することで、イラク人有権者は、近々実施される国民投票により、米軍の占領統治が終了するとの確信を持てるかもしれないし、米軍の撤退期限を定めた地位協定へのイラク人の支持も高まるだろう。万が一、国民投票で地位協定が拒絶された場合、戦闘部隊だけでなくすべての部隊を含む米軍の全面的な撤退を、12カ月以内に行わなければならなくなるかもしれない。

An additional three brigades should be redeployed and not replaced by the end of September 2009. After that, only one combat brigade should be redeployed and not replaced between October and December 2009 in order to have enough combat forces in-country to help prevent violence during the planned December national parliamentary elections. This redeployment of seven combat brigades and some “division slice” support forces should bring the U.S. force level below 100,000 by the end of 2009.
次に、さらに3個の旅団が、2009年9月末までに撤退することになる。その後、2009年10月から11月の間に、旅団を1個だけ撤退させる。2009年12月に予定されている議会選挙での暴力行為を阻止するために必要な戦闘員を確保するためである。戦闘旅団7個と旅団の各部を支援する支援部隊の撤退により、2009年の終わりまでには、イラクに駐留する米軍の規模を、10万人以下にさせるべきだ。

The location of the remaining troops during this initial redeployment phase is as critical as the size of the remaining force. U.S. forces should be deployed in the areas of greatest potential instability: the region around Kirkuk and other potential Kurd-Arab flashpoints; al Anbar province, to give the Sunni, especially the Sons of Iraq, confidence and a sense of security; and the border areas.
撤退の初期の段階における残された部隊の配置場所は、部隊の規模と同様に重要である。米軍が配置されるべき場所は、潜在的な不安定要因を最も孕んでいる地域である。キルクーク周辺など、アラブとクルドの紛争の潜在的な火種が存在する地域をはじめ、スンニ派の民兵勢力である「イラクの息子たち(覚醒評議会)」に、治安維持における意識と自信を持たせるためにも、アンバル地区に配置する必要もある。加えて、国境地帯への配置も必要だ。

The final eight combat brigades can be redeployed and not replaced over the first seven months of 2010 in order to meet the President’s plan to have them out on or about July 2010.
残りの戦闘旅団8個については、2010年に入ってから7カ月間で撤退させれば、オバマ大統領の計画通り、2010年7月ごろまでにすべての戦闘部隊の撤退を完了させることができる。
Again, where the forces are left must be determined by the locus of instability. It must be determined how much logistical and training support the Iraqi military needs and how much of that support needs to be based in-country. The number of “trainers” assigned to Iraqi combat units must be planned and projected to decrease over time. The need to hunt al Qaeda in Iraq should also diminish over time. Since the SOFA prohibits launching attacks on third-party countries from Iraq, no permanent U.S. bases or combat units should be required or accepted. These steps should gradually shrink the U.S. support footprint. While there may be 35,000 to 65,000 U.S. personnel still in Iraq in July 2010, that number should, under the SOFA agreement, shrink to zero by the end of 2011.
再度、強調しておくが、部隊が残される場所は不安定な地域ということになる。また、①イラク軍が後方支援や訓練を行う支援部隊を、どれだけ必要としているのか②イラク国内でそうした支援が、どれだけ必要とされているのか――なども考慮されなければならない。イラクの戦闘部隊に割り当てられる「トレーナー」についても、時が経つにつれ、トレーナーの数を減らしていけるような計画を立てておかなければならない。イラクで活動するアルカイダのメンバーを拘束するための要員も、時間ととともに、やがては減らしていくべきである。地位協定では、イラクから第三国に攻撃を仕掛けることは禁じられているため、常設的な米軍基地や戦闘部隊は求められていないし、受け入れられない。以上のようなステップを踏んで、米軍の支援部隊の数も徐々に減らしていくべきである。2010年7月までは、35000人から65000人ほどの支援要員が駐留し続けることになるだろうが、地位協定に従い、2011年の終わりまでには、これらの要員も撤退させ、ゼロにすべきだ。

Clearly, even in this scenario there still would be hundreds of U.S. military personnel in Iraq after 2011 in the form of Marine guards at the U.S. embassy, defense attaché personnel, and a Military Assistance Advisory Team to oversee U.S. military sales to Iraq. But the specifics of this situation are not viewed uniformly by key officials. Secretary of Defense Robert Gates predicted that after 2011 he expects to see "perhaps several tens of thousands of American troops" as part of a residual force in Iraq. Others have discussed loopholes in certain SOFA provisions such as withdrawal from the cities, permanent bases, and residual forces. There certainly will be negotiations on these issues, with all of the attendant political intrigue that implies.
一方で、2011年までに撤退計画を実現させたとしてもなお、数百人の米軍要員が残されることになるのは、はっきりしている。米国大使館や大使館員を保護するための海兵隊員や、米国からイラクに対する武器売買を監視するための軍事顧問支援チームなどが残されることになる。しかし、こうした特殊な事情をめぐる主たる関係者の見解は、一致していない。ロバート・ゲーツ国防長官は、2011年後もイラクに残される要員について、「おそらく数万人になる」と予測していた。中には、「イラクの都市、常設的な基地からの撤退と、残存部隊の撤退」といったような地位協定の規定の抜け穴を探ろうとする者もいる。こうした問題についても、交渉が行われることになるだろうが、あらゆる政治的な陰謀が、付きまとうことになるはずだ。

WHAT ELSE IS NEEDED?
他に必要なことは?

As outlined in the 2006 Iraq Study Group report, political stability and reduced violence in Iraq cannot be achieved by military force alone. A strong diplomatic surge is needed. There will be flare-ups of violence no matter how many U.S. troops remain in Iraq. Policymakers need to accept that fact. They also need to accept that diplomatic and economic initiatives can increase the chances for stability and for reducing outbreaks of violence. It is in the interests of all Middle Eastern countries that Iraq not return to violence and civil war. What is needed is a security arrangement acceptable to all Iraq’s neighbors. That means balancing Saudi and other Arab interests with Iranian interests and finding a balance that protects U.S. interests as well.
「イラク研究グループ」が2006年にまとめた報告書によると、イラクにおける政治的安定と暴力の減少は、軍事力だけでは達成できないということが指摘されていた。力強い外交による活性化(surge)が必要なのである。イラクに米軍の兵員を何人駐留させようと、暴力の火に油を注ぐだけだろう。政治家は、この事実を認めなければならない。同時に、経済的・外交的取り組みが、暴力の勃発を抑え、安定をもたらす機会を増やすことになるということも認めるべきだ。武装闘争や内戦の危険をイラクから取り除くことは、すべての中東諸国が望んでいることでもある。イラクの近隣諸国が受け入れられる安全保障の合意が必要なのだ。つまり、サウジアラビアをはじめとするその他のアラブ諸国の利益とイランの利益とのバランス、そして同時に、アメリカの国益の保護という利益とのバランスも取っていくことなのである。

Such a strategy means that the United States cannot revert to its 1980s policy of trying to use Iraq as a military counterweight to Iran. If employed, this flawed strategy could split the Shia factions in Iraq and create political instability. Iran has to accept that the United States will have significant residual interests in Iraq, at least in the near-term. The United States has to accept that Iraq, the first Shia-ruled Arab country in several centuries, will be under significant Iranian sway in the long-term
軍事力に依存した戦略は、米国がイランへの軍事的対抗手段としてイラクを利用した、1980年代の政策を転換できずにいるということを意味する。それ故、軍事力に依存した戦略を採用すれば、イラク国内のシーア派の分裂を招き、政治的不安定をもたらしかねない。イランも、少なくとも当面は、米国がイラクに大きな関心を向け続けることになることを理解しなければならない。また、米国は、イラクがイランの大きな影響力の下で、ここ数世紀の歴史において、アラブ諸国の中でもはじめて、長期にわたりシーア派が支配する国になるということを認める必要がある。

Given these realities, the United States needs to undertake an all-fronts diplomatic initiative to engage the nations of the region to help stabilize Iraq. This includes addressing the internal tensions between and among the Shia, Sunni, and Kurds, especially at flash points such as Kirkuk. Funding must be found to resettle the almost five million or more internal and external Iraqi refugees. Saudi Arabia and other Gulf States need to help the Iraqi Sunni population with economic development so the Sunnis can play a strong role in Iraqi politics.
こうした現実を受け入れ、イラクを安定させていくためにも、米国は、あらゆる側面から中東地域に関与していく外交努力を始めていかなければならないだろう。例えば、特に、キルクークのような紛争の火種のある地域で、シーア派、スンニ派、クルド人の間で見られる緊張の緩和に取り組んでいくことなどが含まれる。500万人か、あるいはそれ以上いるといわれているイラク国内外の難民問題を解決していくための財政支援も求められている。サウジアラビアや他の湾岸諸国がイラク国内のスンニ派の経済発展を助け、スンニ派がイラクの内政において大きな役割を果たせるようにしていくことも必要だ。

WHEN WILL IT BE OVER?
いつ終わるのか?

There will never be a Victory in Iraq or “V-I” Day. Americans were not greeted as “liberators” at the war’s beginning, and will not be treated to parades at the war’s end. Division and sectarian conflict hopefully should continue to diminish over time despite periodic flare-ups. A more authoritarian regime may emerge or perhaps one less secular than the United States would prefer. Iraq will look a lot like Iran, its Shia cousin, though without the overarching power of ayatollahs.
イラクにおける勝利は、もはやない。米国は戦争が始まった当初から、「解放者」として歓迎されていたわけでもなければ、戦争が終結しても、それをパレードで祝うということはないだろう。願わくば、宗派間の対立や紛争は、周期的に再燃することはあっても、時とともに減らされていかなければならない。おそらくは、米国が望んでいたような世俗的ではない、むしろ専制的な体制がイラクに出現することになるかもしれない。アヤトラの力が広く及んでいるというわけではない。しかし、イラクは、シーア派と密接な関係にあるイランのようになっていくだろう。

ヒラリー・クリントン米国務長官のアジア歴訪:最初の訪問国は日本だが、最重要国だったのは中国か?

ヒラリー・クリントン米国務長官の最初の外遊は
アジア諸国の歴訪となり
その、最初の訪問国が日本だったため
オバマ政権にとっての最重要国は
「中国ではなく、やはり日本なのだ」
とのトーンで報道されていたかと思われます。

確かに、クリントン長官自身、
最初の訪問国が日本であることの理由を聞かれた際、
「日本は世界で最も重要な国の一つだから」
といった答え方をしてはいますが
僕としては、きっと最後の訪問国の中国の方が
今回の外遊の最重要国という位置付けでしょと
思っていたので、クリントン長官訪日時の浮かれた感じの
雰囲気に、違和感があってしかたなかったです。

日本はオバマ政権にとって重要ではないということではないけど
オバマ政権のスタンスとして、中国との関係構築に
相当力を入れようとしていることには変わりなく
こういう動向の中で、では日本は、どういう位置付けとなっていくのか?
最初の訪問国が日本だったからと浮かれていては
結局、大事なことを何も考えずにいるうちに、
世界のパラダイムだけが変わるということになりかねないのでは、
と過ぎた心配をしてしまいます。

以下は、クリントン長官外遊決定前のもので、やや古いですが
外交専門誌の「フォーリン・ポリシー」に掲載されていた
記事で、米国の中国専門家の分析が紹介されていたので
ここで取り上げてみることにしました。

As news has emerged that Hillary Clinton's first foreign trip will likely be to Asia, professional Asia watchers are pondering the significance of the secretary of state's reported maiden voyage.
すでに報じられている通り、ヒラリー・クリントン米国務長官の初の外遊は、アジア諸国の歴訪となりそうだ。アジアの専門家は、クリント長官の初外遊の意義を注意深く見極めようとしている。

It is in that context that The Cable received a tip on her itinerary, by way of Beijing.
ケーブルテレビの報道では、クリントン長官の外遊スケジュールには、中国訪問が含まれているという情報を得たということだった。

"A little tickler not reported yet is that [Clinton] will be here 19 February," a Beijing hand tells Foreign Policy. "A day before China's foreign minister Yang Jiachi had been expecting to travel to Washington. Washington hadn't replied to the Chinese request so there were some raised eyebrows here."
中国当局は、フォーリン・ポリシー誌に対し、「まだ報道されていないが、予定では、クリントン長官は2月19日に訪中することになっている」と伝えた。また、中国当局によると、「楊外相が一日前にワシントンを訪問することになっており、中国の要求に対する米国の返答もまだないので、クリントン長官の訪中には驚いている」という。

Clinton will be on a "Seoul-Tokyo-Beijing and maybe Jakarta inaugural romp," the source added.

The State Department said Tuesday that it didn't have the details yet on Clinton's reported itinerary. An administration source suggested details on the trip would emerge in the next 24 hours. The Chinese embassy was closed for the Chinese New Year's holiday and couldn't be reached.
国務省は火曜、報道されているクリントン長官の外遊内容の詳細については、まだ話せないと述べた。政府筋によると、24時間後には外遊の詳細を伝えることができるという。中国大使館は旧正月のため閉まっており、確認を取ることができなかった。

"I suspect that the order of her itinerary is going to be Japan first," said Adam Segal, a senior fellow on Chinese studies at the Council on Foreign Relations. The sequencing of destinations "means something. There's been a great deal of worry in Tokyo about what they call ‘Japan-passing.' That the Obama administration will be so interested in working with the Chinese, that they are not going to pay enough attention to the U.S.'s most important relationship in Asia, Japan. The Japanese have been very unhappy when [during the primary] Hillary Clinton wrote a Foreign Affairs piece, which the Japanese feel didn't sufficiently stress Japan in it."

Assuming that she stops in Japan first, it will also allow her to send an important signal to Tokyo that she will not engage in ‘Japan passing,' thereby erasing memories of President Clinton's visit to Asia when he visited China but not Japan."

When Steinberg served as director of foreign policy studies at Brookings, Stares added, "He was particularly interested in long term trends on China as a player in global governance for the rest of the century."

"With Ambassador Hill moving to Iraq, it definitely makes sense for Secretary Clinton to reassure our South Korean and Japanese allies as well as exchange views with the Chinese about global and regional economic, climate, and security issues."

村上春樹氏が最終的に「エルサレム賞」を受け取ることにした
心境を語った演説の内容が取り上げられている記事が
イスラエル紙のエルサレム・ポストに掲載されていましたので
演説の全文ではなく抜粋ですが訳してみました。

私は、特段、村上春樹氏の小説を
すべて読んでいる愛読者というわけではないので
村上氏が普通は使わない言葉を選んでしまっていたり
村上氏がよく使っている概念への配慮に
足りない訳になっているかもしれませんがご容赦下さい。

難解さが売りの村上春樹氏、「エルサレム賞」を受け取ることにした理由を語る

Israel is not the egg.
イスラエルは卵ではない。

Confused? This might be the only explanation we will ever hear from Japanese bestselling author Haruki Murakami - and in true Murakami style, even it will be somewhat vague.
お分かり頂けただろうか?これこそが、日本のベストセラー作家である村上春樹氏が、「エルサレム賞」を受け取った理由であるということなのだろう。実際、村上氏の作品の特徴は、この、幾ばくかの難解さにあると言える。

Murakami on Sunday night defeated jetlag, political opposition and droves of photographers to accept the Jerusalem Prize for the Freedom of the Individual in Society at the opening of the 24th Jerusalem International Book Fair held at Jerusalem's International Conference Center.
村上氏は日曜の夜、エルサレムの国際会議場で開かれた第24回エルサレム国際ブックフェアの開会式で、時差ボケも、村上氏の受賞辞退を迫る政治的な反対運動も乗り越え、群がるカメラマンを押しのけながら、「社会における個人の自由」に貢献した文学者に贈られるエルサレム賞を受賞した。

Flanked by President Shimon Peres and Jerusalem Mayor Nir Barkat, he took the prize with quiet poise. Then, alone on the podium and free of camera flashes, the author got down to business.
受賞の際には、シモン・ペレス大統領とニル・バラカト・エルサレム市長と並び、落ち着いた様子で賞を受け取っていた。その後、村上氏はひとりで表彰台に立ち、写真撮影に応じた後、受賞演説を始めた。

"So I have come to Jerusalem. I have a come as a novelist, that is - a spinner of lies.
「結局、私はエルサレムにやって来ました。小説家…つまり、嘘吐きとしてやって来たわけです」

"Novelists aren't the only ones who tell lies - politicians do (sorry, Mr. President) - and diplomats, too. But something distinguishes the novelists from the others. We aren't prosecuted for our lies: we are praised. And the bigger the lie, the more praise we get.
「嘘をつくのは、何も小説家だけに限りません。政治家だって嘘をつきますし(申し訳ありません、大統領)、外交官も嘘をつきます。しかし、小説家は、他の嘘吐きとは違うのです。小説家は、嘘をついた罪で訴えられたりはしません。むしろ称賛されるのです。しかも、吐く嘘が大きければ大きいほど、小説家を褒め称える声も大きくなっていくのです」

"The difference between our lies and their lies is that our lies help bring out the truth. It's hard to grasp the truth in its entirety - so we transfer it to the fictional realm. But first, we have to clarify where the truth lies within ourselves.

"Today, I will tell the truth. There are only a few days a year when I do not engage in telling lies. Today is one of them."
「私は今日、まことを語ることになるでしょう。私が嘘ではなく、まことを語る日など、一年に、ほんの2、3日しかありませんが、今日が、まさに、その内の一日であるということになります」

Murakami's novels are surreal and imaginative, often bordering on bizarre. Reading his books is like gazing at a Picasso: a certain detachment from normalcy is required so that the objects and events in Murakami's world can settle into their own logic.
村上氏の小説は、超現実的で、想像力に富んでおり、しばしグロテスクでもある。彼の小説を読むことは、ピカソの絵をまじまじと見るようなものである。つまり、正常からのある種の離脱が求められるのだ。そうすることで、村上氏の作品における物と出来事が、彼の作品の論理の中で結末を迎えることができるのである。

But at the heart of each novel, standing in stark contrast to the logical chaos around him, is a very human, self-aware, humble soul-searching individual - and one whose internal struggles are the same as our own.
とはいえ、村上氏を取り巻く論理的なカオスとは対照的に、彼の小説の本質は、非常に人間的であり、自我に目覚めつつも、謙虚に反省を重ねる個人の姿が浮き彫りとなる。そして、こうした内的葛藤は同時に、我々自身のものでもあるのだ。

The panel that chose Murakami as its winner made its decision quickly and unanimously, citing Murakami's themes of universal humanism, love for humanity, and battles with existential questions that have no easy answers. But while the award panel debated little about who should receive this year's award, Murakami himself was torn about accepting it.
選考委員会は、特段もめることもなく、全会一致で村上氏を受賞者に選んだ。村上氏を選んだ理由について、選考委員会は、村上氏の作品が、普遍的な人間主義や人類愛、簡単には答えを導くことができない実存的な問題との闘いがテーマになっていることを挙げている。しかし、村上氏を今年の受賞者とすることについて、選考委員会の中では異論はなかったが、村上氏自身が賞を受賞すべきかどうか迷っていた。

"When I was asked to accept this award," he said, "I was warned from coming here because of the fighting in Gaza. I asked myself: Is visiting Israel the proper thing to do? Will I be supporting one side?
村上氏は演説の中で語った。「私が今年の受賞者であることを知らされた時、ガザでは戦争が起きているのだから、イスラエルへ行くのは控えるよう警告されていました。私は自問しました。イスラエルに行くことは正しいことなのか?そうすることで、一方に加担してしまうのではないか?」

"I gave it some thought. And I decided to come. Like most novelists, I like to do exactly the opposite of what I'm told. It's in my nature as a novelist. Novelists can't trust anything they haven't seen with their own eyes or touched with their own hands. So I chose to see. I chose to speak here rather than say nothing.
「しばらく考え、結局、ここに来ることにしました。多くの小説家がそうであるように、まさに私も、言われていることとは反対のことをしてみたいと思ったのです。これが私の小説家としての気質なのです。小説家は、自分の目で見たものか、自分の手で触ったものしか信じません。ですので、見てみることにしたのです。何も言わないよりは、ここに来て、何かを言うことにしたのです」

"So here is what I have come to say."
「といわけで、ここでこうして話すことになりました」

And here Murakami left behind the persona of his main characters and took on the role of a marginal one (the lucid wisdoms in his novels tend to come from acquaintances of the protagonist), making a clear statement that left no room for reinterpretation. No time for ambiguity, this.
ここで村上氏は、主人公の仮面を外し、脇役に回るのである(村上氏の作品では、得てして、明快な知恵は、主役の仲間によりもたらされることが多いのだ)。そして、再解釈の余地のない明快な言葉で語り始めた。曖昧な言葉で語っている暇はない。次が村上氏の言葉である。

"If there is a hard, high wall and an egg that breaks against it, no matter how right the wall or how wrong the egg, I will stand on the side of the egg.

"Why? Because each of us is an egg, a unique soul enclosed in a fragile egg. Each of us is confronting a high wall. The high wall is the system" which forces us to do the things we would not ordinarily see fit to do as individuals.
「なぜか?私たちは皆、卵だからです。一つしかない無類の魂を閉じこめた、もろい卵だからです。私たちは皆、高い壁と対峙しています。この高い壁はシステムのことです。私たちが個々人としてするには、どう考えても不適切だと思えるようなことを、無理にでもさせようとするシステムのことです」

"I have only one purpose in writing novels," he continued, his voice as unobtrusive and penetrating as a conscience. "That is to draw out the unique divinity of the individual. To gratify uniqueness. To keep the system from tangling us. So - I write stories of life, love. Make people laugh and cry.
「私が小説を書く唯一の目的は…」――村上氏は続ける。彼の声は控えめだが、良心に染み渡る声として響いている。「個々人の無類の神聖さを描くことです。個性の素晴らしさを満喫するために。そして、私たちが、システムの罠にはまらないようにするために。そのために、私は、命と愛の話を書いているのです。人々に笑いと涙を運ぶために」

"We are all human beings, individuals, fragile eggs," he urged. "We have no hope against the wall: it's too high, too dark, too cold. To fight the wall, we must join our souls together for warmth, strength. We must not let the system control us - create who we are. It is we who created the system."
「私たち人間は皆、各々が、もろい卵です」――村上氏は訴える。「壁と対峙している私たちは、希望を見出せずにいます。壁はあまりにも高く、あまりにも暗く、そして、あまりにも冷たい。壁と戦うには、ぬくもりと強さを求めて、私たちは共に、魂を結束させていかなければなりません。システムが私たちを支配することを許してはならない。私たちは自身の手で、自分が何者であるのかを確立させていかなければなりません。これこそが、私たちが自ら、システムを確立していく道なのです」

Murakami, his message delivered, closed by thanking his readership - a special thing indeed from a man who does not make a habit of accepting awards in person.
最後に、村上氏は、読者に感謝の意を表明した。実際、本人が直接、受賞式に出向くことは滅多にない者からすると、特別なことだっただろう。

"I am grateful to you, Israelis, for reading my books. I hope we are sharing something meaningful. You are the biggest reason why I am here."
「イスラエルの読者の方々に感謝します。私たちはきっと、大切な何かを共有していると思っています。あなた方読者の存在こそが、私がここにいる最大の理由なのですから」

ロシアも核兵器の大幅削減を支持

日本の報道では大して注目されていないようですが
オバマ大統領が昨日、就任後、初の記者会見で
核兵器の大幅削減に向けて
ロシアとの交渉を開始する旨を述べていました。
先日取り上げたAP通信の報道の流れのままであるようです。

ロシア側もオバマ政権の意向に従い、
核兵器の更なる削減に踏み切るのはやぶさかではない様子。
以下で紹介しているAP通信の記事がそのことを伝えています。

ただ、核兵器の削減がロシアの安全をどう保障していくのかという疑問点。
そして、やはりロシア側がバーターとして求めようとしている
ミサイル防衛計画の破棄と
NATOの拡大路線への反発…
これらが今後、どう扱われていくかは気になるところです。

Russia says it is ready for more arms cuts

MOSCOW (AP) — Russia is ready for more nuclear weapons cuts and welcomes President Barack Obama's push for talks on an arms reduction treaty, Foreign Minister Sergey Lavrov said in remarks broadcast Saturday.
モスクワ(AP):ロシアのセルゲイ・ラブロフ外務相は、土曜日のテレビ放送の中で、「ロシアは更なる核兵器削減の準備がある。バラク・オバマ米大統領が強く推進しようとしている核兵器削減条約についての二国間の対話を歓迎している」と発言した。

Russia is believed to have fewer warheads than the U.S. and has indicated it wants a binding deal on further reductions, but Lavrov's remarks were the clearest statement in the issue since Obama took office last month.
ロシアが保有する核弾頭の数は米国よりも少ないと言われており、ロシアは更なる核兵器の削減に向けた拘束力のある合意を望んでいることを、これまでも示唆してきた。しかし、ラブロフ外相の発言は、先月にオバマ政権が誕生して以来、初めてこの意向を明確に伝えるものとなった。

The Kremlin, meanwhile, has called on the Obama administration to abandon policies set by his predecessor George W. Bush, including plans for a missile shield based in former Soviet satellite states and the expansion of NATO into Georgia and Ukraine. Lavrov said Russia had long pressed the Bush administration in vain for a clear response to proposals for replacing the 1991 Strategic Arms Reduction Treaty, or START, when it expires in December.

On Thursday, a spokesman for U.S. Secretary of State Hillary Clinton said a replacement treaty for START would be put on a fast track, and that the Obama administration was committed to cuts but had not decided how deep.

"We are ready to go further on the path of reductions and limitations," Lavrov said, adding only the caveat that Russia's overarching goal is to ensure its security.

START limited the United States and Russia to 6,000 nuclear warheads each. In 2002, Bush and Vladimir Putin, then president of Russia, agreed on a treaty that set a target of 1,700 to 2,000 deployed strategic warheads on each side by 2012.
STARTは米国とロシアが保有できる核弾頭の数を6000発に制限している。2002年には、ブッシュ米大統領とロシアのプーチン大統領は、2012年までに配備済みの戦略核弾頭を1700~2000発程度にまで削減することを目指す戦略攻撃兵器削減条約(モスクワ条約)に調印している。

Lavrov made no mention of specific numbers in the brief remarks. Asked about media reports claiming a reduction of up to 80 percent could be in the works, he said he had not heard them and that nothing had been confirmed officially.
ラブロフ外相は、発言の中で、具体的な削減数にまでは言及していない。記者団から80%の削減も可能だとの主張もあることを問われた際には、ラブロフ外相は、そうした主張を聞いたことがないし、公式にはまだ、確定したことは言えないと述べていた。

The American nuclear stockpile is believed to contain about 2,300 warheads, and the Russian stockpile even lower. When the 2002 treaty was signed, many analysts said the number of Russian nuclear weapons could fall far below the target it set.
米国が備蓄している核弾頭の数は2300発ほどと言われており、ロシアはそれよりも少ないという。米ロが2002年にモスクワ条約に調印した当時、専門家の多くは、ロシアが保有する核兵器の数は、条約で定められている数よりもはるかに少ないだろうと述べていた。

Amid increasingly sour ties with the United States under Bush, Russia poured a portion of its windfall oil revenues into its nuclear arsenal in order to keep up with its Cold War foe. Putin and his successor, Dmitry Medvedev, have boasted about Russia's arsenal and assured Russians they will be safe for decades to come.
ブッシュ政権時の米国との関係が悪化していく中、ロシアは、思いがけず得た石油収益による莫大なお金の一部を、核兵器の備蓄に注いだ。冷戦時のかつての敵に後れをとらないようにするためである。プーチン首相とドミトリー・メドべージェフ大統領は、核兵器を備蓄することで、今後数十年に及ぶ将来のロシアの安全が保障されると豪語している。

But with Soviet-built missiles nearing the end of their service life and uncertainty about new missiles being tested, Russia has indicated it wants strict limits and an ironclad verification regime. The Kremlin has said it was frustrated by the Bush administration's aversion to binding deals and hopes for a change under Obama.

イランからハマスへ武器輸送していたと疑われる貨物船

ガザ地区を支配するハマスに対して
イスラエルが到底支持できない
滅茶苦茶な爆撃を行ったことは記憶に新しいが
一方で、ハマスがイランから軍事支援を受けているのではないかという
イスラエルないし、欧米諸国の懸念も根強くある。

今月2日には、ハマスの政治局最高指導者であるハレド・メシャル氏が自ら、
イランを訪問した際、イランからあらゆる面で多くの支援を受けていることについて
謝意を表明している。

一方で、メシャル氏はイランから軍事援助を受けているかどうかについては
言及を避けはしたものの、イラン政府も、またイランにあるハマスの支部も
このメシャル氏の発言をずいぶんと迷惑がっているようだ。
いずれにせよ、ハマスとイランに何かしらの結び付きがあることを
メシャル氏自身が図らずも告白した形になっている。

パレスチナ人の意思とはまったく関係のない(イラン辺りにそそのかされて)
勝手に迷惑な武装闘争(=ちんけなロケットを飛ばす)を続けるハマスと
それに報復するイスラエルの攻撃に巻き込まれる
無関係なパレスチナ人という構図は
本当にどうにかならんものかいなと思う。

そんな中、ガザ地区のハマスにイランの武器を輸送していたと思われる
キプロスの国旗を掲げたロシア商船が米海軍の臨検を受ける
ということが起きた。
現在、この商船はキプロスに引き渡され、
キプロスは国連から、この商船の対処についての指導を仰いでいる状況のようだ。

どういう対処をするかはまだ不明だけれど
いずれにせよ、イランからハマスに
何かしらの軍事支援があるのは確かなんでしょうけどね。

Retired Russian merchant ship Monchegorsk, alleged to be carrying Iranian arms shipments, wound up in Cypriot hands after being forced by the U.S. Navy to moor in Cyprus last week. The ship was searched by Cypriot authorities which on Tuesday turned over to the U.N. a report on what was found on the ship. What exactly is on the ship and where the ship was headed remain subjects of speculation. At issue, however, is whether the Iranian cargo violates U.N. Resolution 1747 and, if so, what to do about it. Paragraph 5 of that resolution declares that Iran “shall not supply, sell or transfer directly or indirectly … any arms or related materiel.”

The story starts two weeks ago when the U.S. Navy stopped the ship in the Red Sea on the suspicion that it was carrying an arms shipment to the Gaza Strip. The U.S. Navy boarded and searched the ship with the permission of its captain. According to U.S. military officials, the search uncovered “small munitions.”

“The United States did as much as we could do legally,” Mullen said Tuesday. “We were not authorized to seize the weapons or do anything like that.”

Mullen’s statement is consistent with U.N. Resolution 1747 which requires the U.S. to prohibit U.S. citizens from procuring arms from Iran and from using U.S.-flag vessels to carry U.S. arms, both of which are already prohibited under U.S. law by the Iranian Transactions Regulations and the International Traffic in Arms Regulations (”ITAR”). Nothing in 1747 authorizes the U.S. to seize the weapons or the ship; instead the ship was escorted by the U.S. Navy to Cyprus

Cyprus, on the other hand, can do a bit more. Resolution 1747 forbids Cyprus from using a Cypriot-flagged vessel from carrying Iranian arms or related materiel. That would, in theory, permit Cyprus to require the ship to offload any prohibited Iranian cargo in Cyprus. Cyprus, however, is asking the U.N for guidance on what to do. The Cyprus Mail quoted the Cypriot Foreign Minister Markos Kyprianou on the affair:

Cyprus filed a report to a United Nations sanctions committee on Tuesday and would await a verdict before taking further action, Foreign Minister Markos Kyprianou said.

He declined to specify what the Cypriot report said, saying it was confidential.

“There is an issue because of the origin of the cargo, and there should be an assessment on whether the specific cargo falls within the prohibitions of the (Security Council) resolutions. That is where we are expecting guidance from the United Nations,” Kyprianou told reporters.

He said the vessel, anchored off the southern port of Limassol from January 29, would remain there until a definitive decision is taken.

It’s not clear why Kyprianou needs guidance whether the cargo consists of “arms or related materiel.” Even if the ship only contains small munitions, as stated by U.S.-military officials, those clearly fall within the definition. The Jerusalem Post claims that the cargo includes “propellant and casings for artillery and tank rounds.” Debka File, not always an entirely credible source, claims that ship is carrying “10 containers of Iranian rockets.” If any or all of this is true, Kyprianou can’t let a Cypriot-flagged ship carry this cargo.

オバマ政権、核兵器削減に向けてロシアと対話開始か

所用で忙しかったため久しぶりの更新です。
昨年、注目の核兵器のゼロ・ロジック論文を訳しましたが
その関連の動向で、オバマ政権が
核兵器の大幅削減に向けた交渉を
ロシアと開始する意向であることを伝える記事です。

オバマ政権の人事が、税金の申告漏れ問題などで
うまくいっていないことが報じられておりますが
オバマ政権で軍縮・軍備管理を担うポストも
いくつかが、まだ空席となっている状況であるため
この分野での取り組みが、やや遅れ気味の模様。

一方で、米国で盛んになっている
核兵器のゼロ・ロジックは
核兵器を使用することの道義性、ないし
兵器の性質としての非人道性に焦点を当てたものではなく
あくまで戦略ロジックであるという点を忘れてはならない。

仮にゼロ・ロジックを本当に実行に移したと考えた場合、
ゼロ・ロジックで示された第一段階としてのプロセスは
米国とロシアが、まず自国の核兵器の総数を
1000発にまで削減するというものだが
1000発という数が味噌だ。
米国とロシアで核戦力の不均衡という状態が生まれかねない。

つまり、ロシアが配備している核兵器のほとんどは
大陸間弾道ミサイルの形をとっており
総数で1000発にまで削減するということになると
ロシアが戦略的に運用できる核兵器はほとんどなくなる。

一方で、米国の場合、1000発にまで削減したところで
空(戦略爆撃機)と海(原子力潜水艦)配備の核兵器がきちんと残され
ICBMよりも有効な戦略運用が可能な形で
核兵器の保有を続けることができる。

ゼロ・ロジックは段階的な核兵器廃絶論という形を取るが
ゼロ・ロジックを突き進めた結果、見えてくるものは
通常戦力で圧倒的な優位を勝ち得た米国
……ということになるのではないか。

U.S. nuclear weapons were born nearly 65 years ago with the purpose of winning a worldwide war against Nazi Germany and imperial Japan. They grew up to deter a massive Soviet army that threatened to invade and dominate all of Europe. With the disappearance of that threat almost 20 years ago, nuclear weapons entered middle age in search of a new mission—a search that continues to this day. Some suggest nuclear weapons are necessary to deter, or even preempt, the proliferation of nuclear weapons and other weapons of mass destruction. Others believe they are needed to destroy deeply buried, hardened targets in hostile states. But the reality is that only one real purpose remains for U.S. nuclear weapons: to prevent the use of nuclear weapons by others.

That reality has yet to sink in. U.S. nuclear policies remain stuck in the Cold War, even as the threats the United States faces have changed dramatically. Today, the gravest threat comes from the possibility of terrorists bent on delivering a devastating blow against the United States acquiring the capacity to do so with nuclear weapons. This threat is compounded by the dangers of nuclear proliferation, as more and more countries hedge against potentially negative developments in their regions by acquiring the wherewithal to build the bomb. Then there is the increasing global demand for nuclear energy, which will spread the infrastructure necessary to produce fissile nuclear materials still wider. The world, in short, is on the verge of entering an age of more nuclear weapons states, more nuclear materials, and more nuclear facilities that are poorly secured—making the job of the terrorists seeking the bomb easier and the odds that a nuclear weapon will
be used greater.

The grave nature of these growing threats has motivated a widespread rethinking of the U.S. approach to nuclear weapons. The most dramatic example is the vision of a world free of nuclear weapons articulated by former Secretary of State George Shultz, former Secretary of Defense William Perry, former Secretary of State Henry Kissinger, and former Chair of the Senate Armed Services Committee Sam Nunn in a January 2007 Wall Street Journal op-ed. Their vision has since been endorsed by no less than two-thirds of all living former secretaries of state, former secretaries of defense, and former national security advisers. Both Barack Obama (D-Ill.) and John McCain (R-Ariz.) have expressed support for it as well. Given this remarkable bipartisan consensus, the next president will have an opportunity to make the elimination of all nuclear weapons the organizing principle of U.S. nuclear policy.

Setting a vision of this kind is vitally important, but it is not enough. What is also needed is a strategic logic that explains how the world can get there from here. It involves four major steps, each difficult but feasible. First, Washington must establish as official policy the limited purpose of U.S. nuclear forces: to prevent the use of nuclear weapons by others. Other purposes are no longer realistic or necessary for the United States. Second, given this limited purpose of its nuclear weapons, the United States should reduce its nuclear arsenal to no more than 1,000 total weapons. This would be more than enough to convince anyone that the United States possesses the capacity to respond to any use of nuclear weapons with devastating effect. Third, the United States must work to put in place a comprehensive international nuclear-control regime that goes well beyond the present nonproliferation regime’s accounting and monitoring of nuclear materials. It must include all fissile materials and provide an airtight verification system to enable the world to move from thousands of nuclear weapons to hundreds, to tens, and ultimately to zero.

Finally, Washington must launch a vigorous diplomatic effort to convince the world of the logic of zero—and of the benefits of taking the difficult steps necessary to get there. This effort should start with its closest and most important allies, then include other nonnuclear states who have long called for such an initiative, and ultimately encompass all nuclear states. U.S. leadership of this international effort will be crucial. And a willingness to act boldly to reduce its own reliance on nuclear weapons and drastically cut its own arsenal can give Washington the credibility necessary to succeed.

The nuclear legacy
核の遺産


The magnitude of this challenge is enormous—not least because the world today is awash in nuclear weapons and nuclear-bombmaking materials. There are still more than 25,000 nuclear weapons in the world, with Russia and the United States accounting for over 95 percent. There are also nearly 3,000 tons of fissile material—enough to produce over 250,000 nuclear bombs—stored in more than 40 countries. This nuclear legacy is the result not only of the Cold War but also of the failed nuclear policies that successive U.S. administrations have pursued since the Cold War ended. The United States’ force posture and deployments have changed greatly in the past 20 years, but its nuclear policies and thinking have remained essentially unchanged.

As the Soviet Union came apart at the start of the 1990s, there was some hope that new thinking about nuclear policy might emerge in its wake. President George H. W. Bush understood that the disappearance of a mortal enemy meant that nuclear weapons could play a much smaller role, and he ordered the unilateral elimination of 5,000 shortrange nuclear weapons deployed in Europe and Asia and aboard the U.S. Navy’s surface fleet. He also drastically cut back the number and readiness of U.S.-based strategic weapons, including taking all bombers off alert. Soviet and then Russian leaders committed to matching these reductions, and Moscow and Washington agreed to negotiate further drastic cuts in strategic weapons.

When Bill Clinton came into office, the stage had been set for a fundamental rethinking of U.S. nuclear policy. The means to that end was supposed to be the top-to-bottom Nuclear Posture Review. Unfortunately, the review proved a disappointment. Although further reductions in U.S. strategic forces were possible, the Pentagon concluded that the United States needed to maintain a huge number of nondeployed weapons as a hedge against the possibility of political and strategic reversals in Russia. Moreover, rather than further limiting the declared purpose of nuclear weapons, the Clinton administration expanded it by stating explicitly, for the first time, that U.S. nuclear weapons would be used to deter or respond to chemical or biological attacks on the United States or its allies.

On the campaign trail in 2000, George W. Bush promised to “leave the Cold War behind [and] rethink the requirements for nuclear deterrence.” But once in office, he did so in a way that sought to expand, rather than contract, the role of nuclear weapons in U.S. national security strategy. His administration abandoned the decades-long effort to maintain a “firewall” between nuclear and conventional weapons. It reconceptualized the nuclear triad that had long distinguished between the ground-, air-, and sea-based legs of the strategic force so that it now consisted of nuclear and conventional offensive strike systems, defensive systems, and a revitalized defense infrastructure. To support the offensive leg, the administration sought to develop new types of nuclear weapons to target deeply buried sites and reduce collateral damage. And although it committed to reducing U.S. strategic forces to 1,700–2,200 operationally deployed weapons, the Bush administration also argued that the United States needed to retain a reserve force of many thousands more nuclear weapons.

Now, nearly two decades after the end of the Cold War, the United States still has a nuclear force posture that, even with fewer nuclear weapons, retains all of the essential characteristics it had during the Cold War. Thousands of weapons remain deployed, many ready to be used at a moment’s notice. Many more weapons are retained in reserve. Official doctrine still assigns nuclear weapons “a critical role” in the nation’s defense, describing them as providing “credible military options to deter a wide range of threats, including [weapons of mass destruction] and large-scale conventional military forces.”

The problem with this policy is that it fails to deal with the real threats the United States now faces—nuclear terrorism and the further spread of nuclear weapons and technology. If anything, it makes those threats more dangerous. A nuclear arsenal of many thousands of weapons will do nothing to deter terrorists from using a nuclear bomb should they acquire one; indeed, the more nuclear weapons there are in the world, the more likely it is that terrorists will get their hands on one. Nor does current U.S. nuclear policy do anything to discourage further proliferation. After all, how can Washington expect to persuade other countries to forgo the very capabilities that the U.S. government itself trumpets as “critical” to national security? The nuclear status quo is clearly untenable. The United States needs to change its nuclear thinking and policies and bring them into line with the changed threats it now confronts.
問題は、こうした核政策では、米国が今、直面している本当の脅威、つまり、核テロと、核兵器や核技術の更なる拡散という脅威に対処することができないということである。もっと言うと、米国の現在の核政策は、こうした脅威をさらに増幅させてすらいる。核兵器を何千発も備蓄したところで、核爆弾を手に入れたテロリストが、それを用いたテロを起こすという脅威の抑止にはつながらない。実際には、世界の核兵器の備蓄量が増えれば増えるほど、テロリストが核兵器を入手する可能性も高まるのである。しかも、現在の米国の核政策は、こうした核兵器の拡散の脅威を阻止することを視野に入れていない。米政府が自ら、核兵器は国家の安全保障上、「重要な」役割を果たしていると吹聴しているにもかかわらず、いったいどうやって他国に核兵器の保有を断念させることができるというのか。核兵器をめぐる現状が受け入れがたいものであることは、明白である。米国は、核兵器に関する、これまでの考え方と政策を転換し、現在直面している脅威に対応させていく必要がある。

The United States must lead
米国が主導せよ

The first step on the road to zero is simply recognizing that U.S. nuclear weapons policy must change. The next president should announce that from here on out, the sole purpose of U.S. nuclear weapons will be to prevent the use of nuclear weapons by others. Many Americans already assume that the United States retains nuclear forces only to prevent a nuclear war. But in reality, such a policy pronouncement would represent a radical departure. Throughout the nuclear age, the United States has deployed nuclear forces for many additional purposes as well: winning wars, destroying difficult targets, deterring superior conventional forces, preventing the proliferation of nuclear weapons. But with the end of the Cold War and the development of new conventional technologies, these purposes have become increasingly irrelevant. The United States no longer faces the existential threat to its security that the Soviet Union once posed. And its current conventional military power is more than sufficient to defeat any other conventional military force.

Preventing the use of nuclear weapons by other countries is far from a trivial purpose for U.S. nuclear weapons. There is no way to defend reliably against a nuclear attack from the missiles or aircraft of a hostile state; such an attack can only be deterred through the certainty of devastating retaliation. Accordingly, so long as others have nuclear weapons, the United States must maintain a viable nuclear deterrent. But deterring a nuclear strike requires many fewer weapons than a nuclear “war-fighting” force, provided the delivery systems can survive a surprise attack. Indeed, if the United States were to adopt a policy that explicitly limited the purpose of nuclear weapons to preventing their use by others, then it could drastically reduce its nuclear inventory to a total of 1,000 weapons—down from the 7,000 or so weapons it has today. This total should include all nuclear weapons— no matter whether they are deployed or held in reserve, carried by long-range missiles or short-range fighters, have high yield or low yield. Regardless of these distinctions, if one of them were ever to go off, the consequences for the course of world history would be profound, even incalculable.
米国が核兵器を保有する目的は、他国による核兵器の使用の阻止であることは、今さら言うまでもないと片付けてしまうわけにはいかないのである。敵対国がミサイルや爆撃機で核攻撃を仕掛けてきた場合、国を守るための確実な手段はない。そうした攻撃を抑止できるのは、相互確証破壊が成立しているときだけである。従って、他国が核兵器を持っている限り、米国も実行可能な手段で、核抑止力を維持しなければならない。しかし、核攻撃を抑止するのに、何も「核戦争を遂行する」戦力として必要な量の核兵器が求められているわけではない。要は、攻撃に見舞われたとしても、核兵器の運搬手段が破壊されなければよいのである。もし、米国が、核兵器保有の目的を他者による核兵器の使用の阻止に、公式の政策としてはっきりと限定するのであれば、核兵器の数を、現在保有している約7000発から1000発へと、大幅に削減することができるだろう。この1000発という数は、配備済みか未配備か、長距離ミサイルで運搬されるのか短距離爆撃機で運搬されるのか、高威力なのか低威力なのかを問わず、すべての核兵器を削減していった結果、最終的に残る総数でなければならない。いかなる核兵器であってもひとたび使用されれば、世界史上、想像を絶するほど深刻な結果をもたらすことになるだろう。

Why 1,000 total weapons and not some other number? One thousand weapons would be sufficient to leave no one in doubt that the United States retains the ability of devastating retaliation in the case of a nuclear attack. The most significant such possibility would be Russia’s threatening to strike the United States, as it did during the Cold War. But even then it was widely agreed that 400–500 weapons on target would assuredly destroy the Soviet Union’s vast economic and military potential. Today, 1,000 weapons—of which close to two thirds could be deployed, on station, and survivable against any attack—would provide such a retaliatory capability in extremis.

The United States also needs to rethink the planning process for using nuclear weapons and to restructure its nuclear operations. There has long been great concern about U.S. and Russian nuclear forces being on hair-trigger alert, ready to fire at a moment’s notice. It is indeed critical that the risk of accidental use or miscalculation be eliminated, but the alert rate is less the problem than are plans to launch a nuclear strike quickly during a crisis, including on receiving warning of an attack, in order to ensure the survivability of the forces or deny an opponent the ability to launch additional strikes.
また、米国は、核兵器を使用するための計画過程を見直し、核兵器を用いた作戦行動の在り方を再構築する必要がある。米国とロシアの核戦力が反撃即応態勢を維持し、核兵器が直ちに発射できるようになっている状況に対しては、これまでもずっと、大きな懸念が示されてきた。核兵器の偶発的な発射や判断ミスによるリスクをなくしていくことは、確かに重要なことだ。しかし、問題は、警報自体の速さにあるのではなく、むしろ、核攻撃を報せる警報があった後、破壊されずに残った自国の核戦力を確保するため、もしくは、敵対国が第二撃を撃ってこないようにするために、即座に核ミサイルを発射するという計画の方なのである。

To eliminate the need to ever make a decision to launch nuclear weapons before the situation is completely clear, the bulk of U.S. nuclear forces should be deployed at sea, where they are invulnerable while on patrol and could ride out any attack. The United States should also retain a few weapons for delivery by aircraft, both because such weapons can be more flexibly and quickly targeted than missiles and because they can be deployed in ways that demonstrate the continued U.S. commitment to the security of others. But the United States no longer needs land-based missiles, which, because of their inherent vulnerability, confront the president with a use-them-or-lose-them dilemma he can do without. Instead of preparing to launch weapons on warning, when under attack, or in prompt retaliation, the United States needs forces and planning that would enable any president to decide on retaliating at a time of his or her choosing. Rather than having just minutes or hours, the president should have days or weeks to make that decision.

Washington should make these changes in its nuclear force posture regardless of whether Russia agrees to adopt the same path. Despite some of its more recent actions, such as its ruthless invasion of Georgia, Russia is not a military threat to the United States. Its conventional
forces are years behind U.S. technology. And in the worst case of a severe escalation of tensions, 1,000 weapons would provide a powerful deterrent and adequate time to make any necessary enhancements to U.S. military capabilities. Nuclear parity may have made sense during the Cold War, when Washington faced the daunting challenge of deterring an armored attack on Europe by a superior Soviet conventional force. It makes no strategic sense today.

Regime change
核管理レジームの転換


Such a dramatic change in U.S. nuclear weapons policy would help restore the credibility of Washington’s efforts to combat the proliferation of nuclear weapons and materials. This newfound credibility should make it possible to achieve much-needed progress on the nonproliferation agenda: negotiating a verifiable end to the production of fissile material for weapons purposes, securing the early ratification and entry into force of the Comprehensive Nuclear Test Ban Treaty, and strengthening the inspections provisions of international safeguards agreements undertaken by the International Atomic Energy Agency (IAEA). Still, these steps, even taken together, would not be sufficient to start on a path to zero. That would require putting in place a comprehensive nuclear-control regime that could effectively account for and monitor all fissile and weapons-grade materials (whether used for military or civilian purposes) during the many years it would take to get to zero—and then after all nuclear weapons had been eliminated.

The Nuclear Nonproliferation Treaty (NPT) was intended to serve this role, but it has proved inadequate in a number of respects. India, Israel, and Pakistan never accepted the treaty, and they were therefore able to sidestep the world’s nuclear-control system with relative ease. North Korea and Iran signed the treaty but then used their safeguarded nuclear power and research programs to develop the wherewithal to make the bomb. Pyongyang withdrew from the treaty in 2003 and then made the remaining short leap to testing a nuclear device. Tehran has been caught working on a weapons program and is enriching uranium, defying the demands of the IAEA and the UN Security Council to suspend these activities. There is no doubt that Iran has the capability to develop a nuclear weapon within the next few years.
核拡散防止条約(NPT)は、そうした核管理レジームとしての役割を果たすことが期待されていた。しかし、そうした役割を果たす枠組みとしては、NPTは多くの点で不適切であることがはっきりしてきた。インドやイスラエル、パキスタンはNPTに加盟しておらず、結果的に、世界の核管理体制による規制を、やすやすと免れている。北朝鮮とイランはNPTに調印しているが、核の平和利用としての原子力開発とそのための研究事業という口実の裏で、核爆弾製造のための能力を強化しようとしている。北朝鮮は2003年にNPTから脱退し、核爆弾の実験を行うために、少しずつではあるが、進歩し続けている。イランは、IAEAと国連安全保障理事会(安保理)の要請を無視し、核兵器開発計画に没頭し、ウラン濃縮活動を続けている。イランが2、3年以内に核兵器を開発できる能力を有していることは、間違いない。

The fundamental weakness of the NPT is that it permits a country to produce enriched uranium and plutonium, the only two materials from which a nuclear weapon can be fashioned, as long as it does so as a declared part of its civilian nuclear program. For many years, this was thought to be acceptable because the technical challenges involved in moving from possessing the capacity to operate a power plant to being able to build a nuclear weapon were substantial (and kept largely secret by the established nuclear powers). But all this has changed. Centrifuge enrichment of uranium and the separation of plutonium from the spent fuel produced by a nuclear power plant are technologies that are now widely understood and publicized. Once a few kilograms of the necessary material, whether enriched uranium or plutonium, are available, fashioning it into a device that could explode with catastrophic consequences is not beyond the capacity of any determined group of individuals with access to substantial resources.
NPTの根本的な弱点は、核兵器の製造を可能にさせる濃縮ウランとプルトニウムの生産が、民生用の原子力開発のためであると言ってしまえば、許されるということだ。これまでずっと、民生用であれば許されるという考え方に、疑問符が付けられることはなかった。原子炉を運営するための能力を、核兵器開発にも転用するのは、技術的に難しいというのが実情であったためだ(そして、核保有国は、そうした転用技術の大部分を秘密にしてきた)。しかし、状況は一変してしまった。遠心分離機によるウラン濃縮や、原子炉から取り出した使用済み核燃料からプルトニウムを分離するという技術は、今や、広く知れ渡っている。壊滅的な結果をもたらす爆発を引き起こす兵器は、濃縮ウランかプルトニウムのどちらかを、ほんの数キロ手に入れてしまえば作れてしまうのであり、多額の資金を入手できる個人の集まりが本気になって作ろうとすれば、できないことはない。

Accounting for and controlling the fissile materials that are produced or otherwise available is therefore the only secure method of ensuring that new bombs will not be developed—and this is about to become even more difficult. Increased pollution, rising gas prices, depleted sources of oil supply, and global warming are fueling a growing demand for nuclear energy, including in many countries where antinuclear sentiment has long been very strong. The International Energy Agency has called for 1,400 new nuclear power reactors by 2050. As new reactors are built, more nations will insist on developing their own nuclear fuel cycle to enrich uranium for the sake of self-sufficiency. Facilities built to enrich uranium to the level needed to power a civilian reactor are essentially the same as those needed to produce weapons-grade uranium. Plutonium, the other bomb-making material, is a natural byproduct of producing nuclear energy, and it can be separated from power-plant waste (“spent fuel”) through reprocessing—a practice that is permitted under the NPT so long as it is done under IAEA safeguards. Once the facilities necessary to produce highly enriched uranium or separate plutonium are in place, only months are necessary to turn a permitted peaceful nuclear capability into a nuclear weapons capability.
だからこそ、既に生産された、もしくは、入手可能な状態になっている核分裂性物質を把握し、管理することが、新たな核兵器開発を防ぐ唯一の確実な手段なのだが、これも難しくなりつつある。環境汚染の増大、ガソリン価格の高騰、石油資源の枯渇、そして地球温暖化…。こうした問題を背景に、反核感情が極めて強い国でさえも、原子力エネルギーの需要が高まっている。国際エネルギー機関によると、2050年までに原子炉が新たに1400基は必要であるという。新たな原子炉が建設されれば、より多くの国が自力でウラン濃縮を行うための、独自の核燃料サイクルの開発にこだわり始めるだろう。民生用原子炉に必要なレベルでのウラン濃縮を行うために建設された施設というのは、本質的には、兵器用ウランの製造に必要な施設と何も変わらない。もう一つの兵器用核分裂性物質であるプルトニウムは、原子力エネルギーを製造する過程で生じる、当然の副産物であり、使用済み核燃料を再処理することで、プルトニウムが分離される。IAEAの保障措置が適用されていない限り、NPTでは、使用済み核燃料からのプルトニウムの分離が許容されている。高濃縮ウランの製造に必要な施設、もしくは、使用済み核燃料からプルトニウムを分離できる施設があれば、ほんの数カ月で、核の平和利用のための能力を、核の軍事利用のために転用することもできるだろう。

Currently, the international accounting and verification systems that are mandated by the NPT can detect even small diversions of nuclear bomb material from civilian facilities. This was demonstrated by the success of UN weapons inspectors in Iraq after the 1991 Gulf War. Within a year, they had uncovered a highly sophisticated and diverse nuclear weapons program. More recently, microscopic traces of highly enriched uranium were detected on documents provided by North Korea—presumably as a result of the documents merely being in the proximity of the material.

But whatever its technical capabilities, the IAEA is understaffed and woefully underfunded, has limited authority to inspect suspect sites, lacks jurisdiction over much of the world’s fissile material, and has no mandate to control the “breakout” capability derived from peaceful uses. The five declared nuclear states (China, France, Russia, the United Kingdom, and the United States), which possess the vast bulk of the world’s fissile material, are not subject to international inspections (although the last two have voluntarily placed a few of their civilian sites under IAEA safeguards). Nor are the nuclear programs of the four nuclear states that do not accept the NPT regime (India, Israel, North Korea, and Pakistan) adequately safeguarded. Iran’s nuclear program is technically under safeguards, but Tehran is not fully cooperating with the IAEA. There is also a very large amount of fissile material remaining in nuclear weapons themselves, as well as smaller amounts of material used in medical and research facilities, which is not covered by IAEA safeguards.

In order for the world to get anywhere near the point at which those states that have nuclear weapons would be willing to give them up, it will be essential to have in place a system of airtight accounting and monitoring of all fissile material around the globe—no matter where it is located or what its purpose. A universal regime to account for and control fissile material of any kind would also have the added benefit of reducing the possibility that terrorists, who cannot build enrichment or reprocessing facilities of their own, could get their hands on the material necessary for manufacturing a nuclear device.

Once such a regime were in place and operating, the final steps in the process of abolishing all nuclear weapons would become, for the first time, not only feasible but also relatively straightforward. Since the regime would account for all fissile material either already fashioned into weapons or capable of being used to make a weapon, there would be complete transparency concerning all nuclear weapons inventories—actual and potential. If a state failed to eliminate a weapon and refashion the fissile material into a safe form, inspectors would know it. Catching cheating in the final reductions would be the same process as verifying compliance with the regime once all nuclear weapons had been eliminated.

To be sure, this regime would be unlike anything the world has ever attempted (although the verification procedures of the global ban on chemical weapons come close). The cost of operating an international organization tasked with enforcing such a regime (presumably built on the IAEA) would be many times what is being spent on inspections and safeguards today. The regime would have to cover not only those countries with declared nuclear facilities but all countries—whether they have nuclear weapons, facilities that produce fissile material, nuclear power plants, or none of these. And it would have to apply to both publicly and privately owned facilities. Its inspection mechanisms would seriously infringe on existing expectations of confidentiality and freedom of action, both for businesses and for governments (although fundamental rights must and could remain protected). Strong complaints would come from industry regarding the costs of compliance and the risk to intellectual property, and the nuclear weapons states would initially insist on protecting their nuclear weapons secrets.

But these objections are small compared to the benefits of having a comprehensive regime. Even the direct economic costs are likely to be low in comparison to the economic savings resulting from the elimination of nuclear weapons—to say nothing of the overwhelming imperative of eliminating the risk of a nuclear weapon being used. Putting this control regime in place should start with the United States’ accepting its provisions. There would be no harm to U.S. national security from providing the full transparency required given the limited purpose and reduced numbers of U.S. nuclear weapons. The United Kingdom, which has in recent years called for active steps to promote nuclear disarmament, would also likely be a willing partner in starting the process. The technical capabilities and operational procedures could be developed, tested, and improved in just a few countries initially—with others following suit as confidence in the regime was built.

Achieving universal acceptance
普遍的な支持を得るために


Ultimately, the effectiveness of a comprehensive nuclear-control regime will depend on universal adherence. It can only work if it works equally for all. (The lack of universality has been a major problem of the nonproliferation regime.) The fourth major step, therefore, is to use the shift in U.S. nuclear policy and the imperative of keeping nuclear weapons out of the hands of terrorists as the basis for a vigorous diplomatic effort to rally the entire world behind both the vision and the logic of zero.

The elimination of nuclear weapons is called for in Article 6 of the NPT, so it is not a new goal. Traditionally, two approaches have been stressed. One is to negotiate a treaty that would commit the nations of the world to nuclear disarmament by a certain date. This approach was championed by Indian Prime Minister Rajiv Gandhi 20 years ago, and it has long had many adherents in the UN Conference on Disarmament. Although such an effort can be useful in a normative sense, in practice it puts the cart before the horse. The problem is convincing countries to act in a way that makes a nuclear-weapons-free world possible.
核兵器の廃絶という目標自体は、NPTの第6条でも要請されているため、真新しいものではないし、この目標に到達するためのアプローチとして、伝統的に次の二つが強調されてきた。一つめは、各国が特定の期限までに、核軍縮義務を果たすよう求める条約の成立に向けた交渉を進めることである。このアプローチはインドのラジブ・ガンジー元首相により、20年前に提唱されたもので、国連軍縮会議では多くの国が賛同している。しかし、規範的な意味では意義のあるアプローチになるかもしれないが、実際には、本末転倒であると言えよう。問題は、核兵器のない世界を実現するために、各国が具体的に行動してくれるかどうかである。

The second approach focuses on Russia, which alone possesses more than half of the world’s nuclear weapons stockpile. If Washington and Moscow could agree to reduce their inventories and ultimately eliminate them, the argument goes, then the other nuclear powers would eventually follow suit. But Russia will likely be among the most difficult countries to convince of the logic of zero; these days, Moscow is in many ways moving in the opposite direction. A Russia-first diplomatic strategy would therefore almost certainly doom the effort from the start. An intensive dialogue between the United States and Russia would of course be useful, but it must not be the first condition for success.

Instead, Washington’s international diplomacy should aim to create an ever-growing coalition of countries that accept the logic of zero. Success on this will require that more and more countries subscribe to three principles: that a world without nuclear weapons is the only way of guaranteeing that such weapons will never be used, that in the interim the only valid purpose of nuclear weapons is to prevent their use by others, and that all fissile material must be subject to international comprehensive accounting and control. Once a nation has accepted these principles, it has accepted the logic of zero, which implies a willingness to give up its weapons when all others do so as well. A somewhat different diplomatic approach will be needed for each of three groups of countries: the United States’ allies, many of which rely on Washington’s commitment to their security and defense; those nonnuclear countries that have long sought a nuclear-weapons-free world; and the nuclear weapons states, both declared and undeclared.

The first diplomatic step must be to convince the United States’ allies that no change in nuclear weapons policy (before zero is reached) will alter Washington’s fundamental commitment to respond to a nuclear attack against an allied nation with a devastating nuclear response of its own. Similarly, it should be made clear that a nonnuclear attack—including with chemical or biological weapons—against any U.S. ally would trigger a response the consequences of which would far outweigh any benefits an attacker may have hoped to achieve. Once the clarity and certainty of the continued U.S. commitment to their security is clear, the United States’ nonnuclear allies are likely to embrace the logic of the course Washington has laid out. Virtually all of them have the capacity to build nuclear weapons but have decided that they would be more secure in a world with fewer, rather than more, nuclear powers. They have also strongly supported the NPT, including its Article 6 commitment to eliminate nuclear weapons. It should not be a big leap for them to accept the three principles behind the logic of zero and join the effort to move toward a world without any nuclear weapons.
米国がはじめにすべき外交努力は、「ゼロ」を実現するまでは、同盟国が核攻撃を受けた場合、米国は、保有する核兵器を使用し、敵対国に壊滅的な打撃を与える報復を行うという基本的な責務を放棄するような方向で、核政策を変更することはないと、同盟国に納得させることである。同様に、同盟国が生物化学兵器などによる攻撃を受けた場合も、攻撃に至った者が達成しようとしていた、いかなる目的をも圧倒する重大な結果を招く報復が行われることを、はっきりさせておくべきである。米国が同盟国の安全保障について、引き続き関与していくことが明確、かつ確実であることを同盟国に理解してもらえれば、特に非核保有国である同盟国は、米国が描く「ゼロ」への道筋をたどるための理論を受け入れてくれるだろう。米国の同盟国は、どの国も、事実上、核兵器を開発できる能力を持っているが、核保有国がこれ以上増えない方が、世界はより安全であると判断しているのである。また、同盟国が、核兵器廃絶に向けた責務についても言及している第6条などの規定を持つNPTを、強く支持していることを忘れてはならない。同盟国にとって、上で述べたゼロの理論を支える三つの原則を受け入れ、核兵器のない世界の実現に向けて取り組んでいくことは、何も特別なことではないのである。

Once U.S. allies are on board, Washington’s diplomatic attention should shift to the nonnuclear states that have long clamored for greater progress in arms control and disarmament. Countries such as Brazil, Indonesia, Ireland, Mexico, South Africa, and Sweden are important players in the international disarmament field—and have long accepted the logic of zero—and they should be natural allies in this effort. Some of them seriously considered acquiring nuclear weapons (and in the case of South Africa actually did) only to conclude that even in the absence of having a formal alliance with a nuclear weapons state, their security would be enhanced if they did not have them. Similarly, the proposed comprehensive nuclear-control regime ought to be attractive to nations that have long complained about the discriminatory nature of the current nonproliferation regime.

With U.S. allies and other nonnuclear countries on board, Washington will have created a broad-based, diverse, and global coalition consisting of the vast majority of the nations in the world. The final diplomatic target will be the nuclear weapons states not already behind the consensus. There is a good chance that two or even three of them will have joined the effort from the beginning. The United Kingdom has, in many ways, already bought into the logic. China and India have both adopted the formal position that they will not be the first country to use nuclear weapons—essentially an affirmation that they would consider their nuclear capabilities superfluous if others had no nuclear weapons to use against them.

More challenging will be to convince the other four long-standing nuclear powers—France, Pakistan, Israel, and, of course, Russia. France, which insists on retaining a nuclear force to protect its vital interests against any threat, has firmly embraced the logic of nuclear deterrence rather than the logic of zero. But as other nuclear powers move in a different direction, Paris’ ability to remain a holdout will diminish—as became clear in the 1990s when France finally decided to sign the NPT and, once again, after two last series of nuclear tests, when it signed on to the Comprehensive Nuclear Test Ban Treaty. A democracy like France can remain an international outlier only for so long..

Pakistan developed its nuclear weapons primarily to deter India’s nuclear arsenal. (India first demonstrated its nuclear capability with a “peaceful nuclear explosion” in 1974.) Islamabad also relies on its nuclear capability to offset its larger neighbor’s conventional forces. But if India were to agree to give up its nuclear weapons—not unrealistic if China were to agree to do so as well—Pakistan’s need to retain the bomb would greatly diminish. Of course, given India’s conventional advantage, Pakistan would be more likely to follow India’s example if relations with its larger neighbor were to improve, their differences were settled peacefully, and confidence and trust were being built. But a fundamentally changed nuclear environment could help bring such progress about.

Israel initially developed nuclear weapons out of the fear that its army could be overrun by the vastly larger Arab armies in the region. Today, Israel also faces the prospect of a nuclear-armed regime, Iran, that has openly called for its destruction—a critical reason to maintain a nuclear deterrent. But if strong pressure on Iran could succeed in reversing its nuclear program, Israel would have much less need for its nuclear weapons. Israel’s peace treaties with Jordan and Egypt, for all of their disappointments, have largely eliminated any conventional military threat to Israel’s existence, and Israel’s own conventional forces, with significant and continuing help from the United States, are now dominant in the region. Israel has also consistently stated—as recently as this year—that it favors an agreement that would make the Middle East a zone free of all weapons of mass destruction. As with Pakistan, if Israel can be assured that it will not face any nuclear threat from another state, it should prove possible to convince it to see the merits of joining a global effort to eliminate nuclear weapons and thus deny terrorists any opportunity to get the bomb.

The final challenge is likely to be Russia, which possesses well over half the world’s nuclear weapons and fissile material. Unfortunately, in recent years Russia has begun to reemphasize the importance of its nuclear weapons, as a means both to exert its great-power status and to compensate for its greatly weakened conventional capabilities. Moscow is devoting more resources to modernizing its nuclear forces and increasing their operations, and it has openly declared that it might have to use its weapons in a variety of different circumstances. But getting Russia to reverse course is doable. With the vast majority of the countries in the world committed to a new path, and with the United States and other key nuclear powers very much part of that global commitment, remaining a holdout on this critical issue, especially if it can be linked to other matters of interest to Russia, will become more and more difficult. In the meantime, Washington and Moscow should intensify their dialogue on nuclear issues, avoiding linking the discussions to other disputes—much as was done with the Soviet Union during the Cold War. They should focus on reaching agreements to steadily reduce their nuclear inventories and to enhance verification and nuclear transparency, which would help slowly win Moscow’s acceptance of the logic of zero. Over time, Moscow would come to see the benefits of going all the way, just as the United States and most other countries will have done.
最後は、いよいよ説得が最も困難であろうと思われる、世界中の核兵器と核分裂性物質の備蓄量の半分以上を占めるロシアである。残念ながら、ロシアは近年、大国としての影響力を維持し、弱体化した通常戦力を補完するための手段として、核兵器の重要性を再び強調し始めている。自国の核戦力を近代化するために、さらに多額の資金を充てるようになったし、核兵器を用いた作戦計画も拡大している。また、ロシアは、多種多様な状況に応じて、核兵器を使用することもあり得ると公然と宣言してもいる。しかし、ロシアの考えを改めさせることは、可能なはずだ。世界の大多数の国が「ゼロ」を実現するための新たな道を歩み始め、米国と他の主要な核保有国が、核兵器の廃絶に向けた取り組みを開始すれば、ロシアだけが協力を拒み続けることは、難しくなるだろう。核兵器の廃絶が、ロシアにとっても重要な他の関心事と結び付いているという場合は、なおさらである。同時に、冷戦期にソ連とそうしていたように、米国とロシアは、他の論争と結び付かないように配慮しながら、核問題についての対話を一層進めていくべきである。まずは、米国とロシアの間で、備蓄している核兵器を徐々に削減し、お互いが保有する核兵器の透明性を高める検証体制を強化していくことで合意することが必要である。そうすれば、ゆくゆくは、ロシアも、ゼロの理論を支持するようになっていくだろう。米国と他のほとんどの国がそうであるように、長い時間をかけていけば、ロシアも、核兵器の廃絶という道を歩むことをわざわざ選択することで得られる利益を、見出していけるようになるに違いない。

As the United States works diplomatically to create a broad international coalition, it can use the emerging consensus to help convince nuclear aspirants and new nuclear powers that their drive for a nuclear option must come to an end. Active diplomacy with Iran and North Korea must of course continue, backed when necessary by additional pressure to convince both countries that the benefits of forgoing or ending the nuclear option outweigh those of building or retaining the bomb. The likelihood of success would be significantly enhanced if the United States and other nuclear powers were demonstrably committed to adhering to the same nonnuclear status and fissile-material oversight that they are demanding Iran, North Korea, and every other nuclear aspirant accept.
米国が、核兵器の廃絶に向けた幅広い国際的な連帯を構築していくため、外交的な働き掛けを進めていくことで生み出されるコンセンサスは、新たな核保有国、ないし新たに核兵器を保有しようとしている国に対しても、核兵器の開発を思いとどまらせる契機となるだろう。イランと北朝鮮に対する積極的な外交は、当然、継続されなければならないが、さらに、必要であれば、両国に、核兵器を製造し、保有するよりも、核兵器に頼ることを差し控えるか、もしくは断念することで得られる利益の方が大きいことを納得させていく圧力を、これまでの外交努力に追加することもできる。また、米国や他の核保有国が、非核保有国と公平の立場になり、イランや北朝鮮をはじめとする新たに核保有国になりたがっている国に従うよう要請しているのと同様の核分裂性物質の監視体制を、確実に受け入れるのであれば、「ゼロ」の実現というゴールは、さらに近くなるだろう。

The imperative of zero
ゼロの命題

No nuclear weapon has been used since the dawn of the nuclear age more than 60 years ago. That is a remarkable fact and one that few who witnessed the first nuclear explosions, in Alamogordo, New Mexico, and then over Hiroshima and Nagasaki, would have thought likely. Responsible nuclear stewardship, a relatively effective nonproliferation regime, and a good deal of luck have helped account for this achievement. But the world cannot continue to count on luck. Nor, as the nonproliferation system continues to fray and more countries acquire the capacity to build the bomb, can it count on states acting responsibly when it comes to these massively destructive capabilities. And in the age of nihilistic terrorism, the chance that a group of individuals united by their hatred for others and determined to inflict as much damage as possible will someday get their hands on the means to turn their dreams into a global nightmare is simply too great. That is why the fight against nuclear terrorism and proliferation must now be Washington’s highest priority. The logic of zero is driven by this threat.
核時代の幕開けから60年以上が過ぎた。この間、核兵器は一度も使用されることがなかったという事実は、特筆に値する。ニューメキシコのアラモゴードで行われた核実験で、核爆発を初めて目の当たりにし、広島と長崎に、実際に原子爆弾が投下されたことを知る者のほとんどは、これ以降、核兵器が一度も使われずに60年以上も過ぎるとは、よもや思っていなかっただろう。核兵器の責任ある管理、比較的有効だった核不拡散レジーム、そして幸運の3つがあってこその結果なのだろう。しかし、世界が、いつまでも運頼みでい続けるわけにはいかない。既存の核不拡散体制も、ほころびが目立つようになってきている。また、今後も、核兵器を開発できる国が増え続けていくことになるかもしれない。核兵器という大量破壊能力を前に、世界は、国家の責任ある行動を期待し続けることができるだろうか。現在は、ニヒリスティックなテロリズムの時代である。憎悪を抱く相手に対して、でき得る限り大きな被害を与えようと虎視眈々と狙っている集団が、いつの日か、目的を果たすための手段を手に入れ、世界規模の悪夢を引き起こす可能性は極めて高いのである。だからこそ、核テロと核拡散を阻止するための戦いは、米政府にとって、最優先課題であるに違いない。こうした脅威の現状が、ゼロの理論を受け入れる必要を迫っているのである。

It will take a real commitment, at the highest levels and beginning with the United States, to turn the logic of zero into a practical reality. Many obstacles remain along this path, but it is important that Washington take the lead in setting out on that journey. The steps outlined here—limiting the purpose of nuclear weapons to preventing their use by others, reducing the U.S. nuclear stockpile to 1,000 total weapons, negotiating a comprehensive nuclear-control regime to account for and monitor all fissile material around the world, and pursuing a diplomatic strategy that seeks to build the largest possible coalition in favor of zero—will take time to implement. Each is useful in its own right, and they should be implemented as soon as is practical. Together, they will provide a good basis for success down the road. Many obstacles remain along this path. But not to start down it now, step by step, would mean accepting the increasingly grave risk that another nuclear weapon will one day be used.
まず、米国が先陣を切って約束を確実に守り、最大限の義務を果たしていけば、ゼロの理論を実践へと変えていくことができるだろう。核兵器の廃絶を実現していくには、まだ多くの障害が残されている。しかし、米国が「ゼロ」へと続く険しい道を、先頭に立って歩んでいくことが重要なのである。「ゼロ」へと続く道の道程は、まず、核兵器保有の目的を、他者による核兵器の使用の阻止に限定すること、次に、米国の核兵器の備蓄量を1000発にまで削減すること、そしてさらに、世界中に存在するすべての核分裂性物質を管理する包括的な核管理レジームの構築に向けた交渉を開始すること、最後に、「ゼロ」に賛同する同盟の輪を最大限に広げていくための外交戦略を確立し、推進していくこと――というステップを踏んでいくことになる。これらのステップを達成していくには、時間がかかるだろう。しかし、これらはそれぞれ有益であり、実行可能な段階になったら、できるだけ早く実施していくことが求められている。これら四つのステップは、「ゼロ」を実現していく道に、まっすぐつながっている。当然、途中には多くの障害が残されている。しかし、「ゼロ」への道を今、一歩一歩着実に歩み始めていかなければ、いつの日か、核兵器が使われてしまうことになるかもしれないのだ。(了)
